TSCC Winter Meeting 

Please join us at the Multnomah County Midland Library for our TSCC Winter Lunch Meeting. We will have two presentations and lunch. The Parkrose School District will cater the lunch and the District serves a great lunch.

There is no charge for this event. 

Our first presentation will be an overview of the Multnomah County Library System and budget. The presenters will be the Multnomah County Library’s Director of Libraries, Vailey Oehlke and the Director of Operations, Don Allgeier. 

After the library presentation, we will hear a story about implementing a new tax.  In 2012, City of Portland voters approved the Arts Education and Access Income Tax,now known as the Arts Tax. Thomas Lannom, the Director of the City’s Revenue Division, was at the center of the storm when the tax was approved and has been in charge of implementing and administering it since then.  He will tell the story from the beginning of the tax to the present. We will hear about:

  • The early revenue estimates and what happened when they were not met.
  • Anticipating and dealing with collection costs for unique taxes.
  • Working within politically dictated expenditure limitations.
  • Persevering through public criticism.
