“Advanced Air Refueling Capability Concepts"


    We are very pleased to announce that Mr. Gary Tarka and Mr. Robert Mitchell of the Program Development and Integration Directorate, AFLCMC/XZ, will be our speakers at the 24 August 2017 (Thursday) meeting of the Defense Planning and Analysis Society, 11:30-1:30 pm, 2800 Presidential Drive, Holiday Inn, Fairborn, Ohio. Mr. Tarka and Mr. Mitchell will discuss “Advanced Air Refueling Capability Concepts”.

RECOMMEND EARLY REGISTRATION – SEATING IS LIMITED

BLUF:  The Program Development & Integration Directorate’s “Advanced Air Refueling Capability Concepts (AARCC)” initiated the Next Generation Tanker planning for development effort.  This includes the generation and evaluation of effects-based capability options to support requirements development, technology development and early acquisition planning.

-  A key AFLCMC/XZ deliverable is the Concept Characterization Technical Description (CCTD) which involves preparing, then evaluating conceptual designs to determine regions of the design space that are possible, reasonable, effective, and affordable.

-  Early CCTD work will encompass a concept development across a wide tradespace, which will narrow down into a limited number of alternatives to be analyzed, based upon gaps and requirements data provided by Air Mobility Command (AMC).

STATUS: All efforts are in preparation for an Air Refueling Analysis of Alternatives (AOA) beginning in mid FY20.

Gary Tarka is the Program Manager for the Advanced Air Refueling Capability Concepts (AARCC) effort in AFLCMC/XZ, Wright-Patterson AFB. During his Air Force (AF) career, he served as test director for the B-52 Flight Simulator, developed and taught requirements courses at the Air Force Institute of Technology (AFIT), and led Electronic Warfare requirements and Global Hawk test efforts at the Air Combat Command (ACC). Since his AF service, Gary has worked in AFLCMC/XZ, supporting a variety of development planning efforts, including Airborne Electronic Attack (AEA), Joint Sensor Signature Center (JSSC), and Next Generation Multi-mission Unmanned Aircraft System (NGMU), Joint Future Theater Lift (JFTL) and AARCC.  He has a DAWIA APDP Level III in Acquisition Program Management and a Master’s degree in Information Management.   

Robert Mitchell is a lead design engineer in AFLCMC/XZ at Wright-Patterson AFB. Robert has worked a wide range of early development projects including advance fighters, future theater airlifters, and strategic airlifters. He is also the AFLCMC Center Subject Matter Expert on hybrid airship design.  Currently, Robert is the lead engineer of the Advanced Air Refueling Capability Concepts (AARCC) effort. Robert is a DAWIA APDP Level III Systems Engineer. His formal education includes a B.S. in Mechanical Engineering with a Concentration in Aerospace Engineering from the University of Dayton (UD), and an M.S. in Aerospace Engineering from the Georgia Institute of Technology focusing on aircraft design and advanced design methods.  Robert is an adjunct professor of Engineering at UD.
