We are very pleased to announce that Mr. Barry Raygor, AFLCMC/AZE,  and Mr. Lucas Jacobsen, AFLCMC/PZF, will be our speakers at the 26 July 2017 (Wednesday) meeting of the Defense Planning and Analysis Society, 11:30-1:30 pm, 2800 Presidential Drive, Holiday Inn, Fairborn, Ohio. Barry is the Acquisition Support Lead and Lucas is the Pricing Branch Chief. They will discuss “Sole-Source Technical Evaluation”.

 Abstract: This one-hour overview answers the burning questions: What is a sole-source tech eval, why is it important, and, best of all: why should anyone care?  Why don't current tech evals meet customer needs - and the corollary: who IS the customer?  What are the essential elements of a tech eval?  Do you know how risk is accounted for in a tech eval?  What do Sir Winston Churchill, Sergeant Joe Friday, and wild animals - yes, WILD animals - have to do with tech evals?  All this and more will be revealed.  It's a fast-paced, fact-filled, and wide-ranging discussion.  Come join us if for no other reason than to sate your curiosity!  (DISCLAIMER: No animals will be harmed during the briefing, but millions of electrons will be terribly inconvenienced.)

Barry Raygor has over four decades experience in positions of engineering, information technology, and program management, as well as intelligence analysis of US and foreign weapon systems and subsystems.  This experience was garnered as a federal civil servant, on USAF active duty, in civilian industry, and as a federal government support contractor.  Barry is experienced in all phases of the acquisition life-cycle.  This experience was gained working with US and foreign aircraft and spacecraft; information systems; and mechanical and electrical systems and subsystems.  Barry has experience dealing with joint service programs, various DOD departments and services, and other major US and foreign government departments and agencies through symposia, conferences, publications, meetings, and one-on-one interaction.

Lucas Jacobsen has more than 19 years combined federal government experience.  This experience includes 6 years as an active duty enlisted U.S. Army Soldier and 13 years as an Air Force contracting civilian.  Lucas has specialized in analyzing and negotiating complex Air Force acquisitions as a price analyst and Pricing Division branch chief for the past 11 years.  Lucas' education highlights include a B.S. in Business Administration from Miami University in 2004 (summa cum laude) and an MBA from University of Cincinnati in 2008.  He has worked closely with various operational and systems type contracting offices throughout AFLCMC as well as defense contractors on improving acquisition timelines and taxpayer value with a focus on technical evaluations improvement since 2011.
