This conference will help participants and ERSEA administrative staff, coordinate, plan, implement and monitor the ERSEA functions of a Head Start program.  Participants will learn strategies to ensure compliance with ERSEA regulations as well as learn best practices to help:

  • Analyze, plan and implement enrollment systems
  • Analyze community assessment information and facilitate planning efforts to determine selection criteria and recruitment strategies
  • Analyze your program's recruitment efforts and enrollment guidelines
  • Develop and revise the agency's ERSEA systems, policies and procedures
  • Evaluate, design and monitor systems to help programs:process enrollment applications; determine eligibility and selection criteria; and document and verify new and participating families for accuracy of regulations requirements.

This conference will focus on Eligibility, Recruitment, Selection, Enrollment and Attendance.  Participants will also explore how selection criteria and recruitment practices impact enrollment, and how to effectively serve the neediest children.

 Other areas addressed include:

  • How to determine, prioritize, and develop policies and ensure correct procedures for enrolling homeless families 
  • How to identify families as categorically eligible
  • How to develop policies for families who in the absence of child care would potentially qualify for public assistance (NEW!)
  • How to set policies for 10% over and 35% of families whose incomes are 101-130% of poverty guidelines
  • How to develop procedures for when to report requirements mandated by 35% rule 
  • How to ensure first day, full enrollment and how to create policies for enrollment opportunities ensuring those who are most needy are enrolled first
  • How to set policies for income verification documents
  • How to set policies and procedures for military family's income
  • How to calculate military income, and procedures for military deductions
  • How to establish and maintain income verification document folders
  • How to implement fraud policies and procedures and understand the 2014 proposed rules

The conference will be delivered in both classroom and roundtable interactive settings, combining small and large group activities.  Participants will receive the newly updated ERSEA workbook that supports the 300 page ERSEA manual as well as relevant regulations and other useful resources.

Be ready for unannounced visits for eligibility.  Prepare and design proper tools that eliminate fraud or non-compliance.  This conference is rated as #1 in preparing programs for on-site Federal reviews.

Who should attend: All staff in Head Start, regardless of their roles or responsibilities, need to understand the information and demonstrate the skills presented in this conference. Managers will find this conference useful in planning and implementing ERSEA policies. Staff with the major responsibility for ERSEA can use the information learned to analyze the effectiveness of their current practices and make the necessary changes.  Family service workers can use the information from the conference during recruitment and application process. Small Class size...

When it comes to the number of students in a college class, does size make a difference? Yes, say two experts, who note that the intimacy of a class with 15 to 20 students often means more individual attention and better communication between the instructor and students. Here are five reasons a small class may benefit you:

Reason 1 -  
In a smaller classroom we are able to get to know students right away, and then use that information to tailor our approach to the group so we don’t have to teach in a one-size-fits-all model. If trainers learn that students are already proficient in one area, we can move on to another topic.
Reason 2 
In a larger class with 50 to 100 people, if one student is struggling with the information presented, we can reach out to them to offer support or get some idea of what is going on, before the class is completed.
Reason 3 - 
Instructors can give more individual feedback in smaller classes. In large classes, because there is less teaching, students have difficulty implementing the information once they return to work.  Students in a smaller class benefit from a more professional understanding of the information presented and instructors have more time to devote to addressing issues and giving feedback.

Students have a greater chance to get to know classmates and benefit from their comments on information presented.

In addition, whether online or in a classroom, each student’s contribution is acknowledged, particularly in discussion settings, and there is enough time to answer questions. As students are responding to questions, they are able to learn from one another in the contributions that they make throughout the class.

What is an HS University credential?
A credential is an "educational process" of establishing the qualifications of professionals in Early Childhood programs.  It is a "collegiate diploma" of post-secondary academic attainment of a specific skill level and knowledge of regulations and the assessing of the candidate's educational background and experience.  The credential signifies that a student has enrolled, attended and successfully completed the requirements of a specific area within a program.  A credential takes 3-6 months to complete. Cost: $1495 per person for an Administrative Specialist (7 credits/70 clock hours) or $2695 per person for a Supervisor Management Credential (9 credits/90 clock hours).  Online credentials are $270 per credit hours.

What is an HS University License?
A license includes all the advantages of the credential program but more.  It is a "permission to practice." The license is an advance degree-seeking certificate and can be used towards post-secondary degrees.  A license is HS University's authorization to use licensed materials to conduct consulting, training and credential events at the program level.  A license through HS University is equivalent to an academic degree. Candidate's education portfolios and work experience credits are established for up to 40 course credits.  A license takes 6-12 months to complete (12 credits/120 clock hours). Cost $3195 per person.  An online license is $270 per credit hours.
