The Learning Center (TLC) is conveniently located at 43-82 Vernon Boulevard in Long Island City, and is easily accessible by car and mass transit. We also offer ample parking at our secure 24-hour parking lot.For out-of-town visitors, TLC is just a few minutes from LaGuardia Airport in Queens.
From Manhattan
Midtown Tunnel: Take the Midtown Tunnel into Queens. Exit at far right tollbooth and make an immediate right turn, and a second immediate right turn onto Borden Avenue. Proceed one block and stay to your right onto Vernon Boulevard. Follow Vernon Boulevard for approximately one mile. The Learning Center will be on the left.
59th Street Bridge:
Take the lower level of the 59th Street Bridge. Take the first exit on the right. Make a right turn at exit. Go to 43rd Avenue and make a right turn. Proceed to Vernon Boulevard and make a left turn. The Learning Center is two blocks down on the right.
From Long Island
Long Island Expressway: Travel westbound to Van Dam Street (last exit before toll for Midtown Tunnel). Follow exit road to Borden Avenue (exit road will become Borden Avenue). Take Borden Avenue to Vernon Boulevard. Turn right, and follow Vernon Boulevard approximately one mile. The Learning Center will be on the left.
Grand Central Parkway:
Travel westbound to Hoyt Avenue (last exit before Triborough Bridge). Follow Hoyt Avenue to 21st Street. Make a left turn. Go to Broadway; make a right turn. Take Broadway to Vernon Boulevard and make a left turn. Follow Vernon Boulevard approximately two miles. The Learning Center is two blocks down on the right.
The Triborough Bridge: Take the Triborough Bridge, keeping to the extreme right. Take the first exit (31st Street). Make an immediate right turn. Go to stop sign and make a right turn onto Astoria Boulevard. Take Astoria Boulevard to 21st Street. Make a left turn onto 21st Street. Follow this road to Broadway. Make a right turn onto Broadway, and follow Broadway to Vernon Boulevard. Make a left turn onto Vernon Boulevard and follow approximately two miles. The Learning Center is two blocks down on the right.
From Staten Island or Brooklyn
Take the Verrazano Bridge to the B.Q.E. eastbound. Take the B.Q.E. to the McGuinness/Humboldt Street exit (road bears left). Take McGuinness to the Pulaski Bridge (about 1.5 miles). When you cross the bridge you will be in Long Island City. Follow the road to 44th Drive (about six blocks) and turn left. Go two blocks to Vernon Boulevard and turn right. The Learning Center is approximately three blocks down on the left.
By Subway
E, V, G Trains: Take the E or V train to 23rd Street/Ely Avenue Station, or the G train to Court Square Station.
For trains E and V: If you are coming from Brooklyn, Manhattan, or the Bronx, board the last car. If you are coming from Queens, board the first car. When you get off the train, walk up the staircase on the left side of the token booth. You will be facing the Manhattan skyline on 44th Drive.
For the train G: Walk north on Jackson Avenue to 44th Drive (toward Citicorp Building) make left onto 44th Drive. You will be facing the Manhattan skyline. Walk towards the skyline, along 44th Drive, about five blocks until you reach Vernon Boulevard. Turn right on Vernon Boulevard and go three blocks. The Learning Center is on the left side of the street, across from Extech Restoration Products.
Flushing Line #7: For the Flushing Line #7 train, take the train to Vernon/Jackson Avenue Station. Walk along Vernon Boulevard about 7/10 mile to The Learning Center (as you walk, the New York skyline will be on your left.)

This important Regional Planning Workshop is being conducted by the Regional Catastrophic Planning Team of NY-NJ-CT-PA on September 4, 2014 at The Learning Center (TLC) for the Consolidated Edison Company of New York'Electric Company Planning facility in Long Island City, New York.
This workshop will bring together private sector representatives from the electric, food, and petroleum sectors, along with state and local operational personnel, to discuss sector-related issues regarding operational choke points during regional response efforts. Once these choke points have been identified, recommendations will then be developed on ways to improve processes to share information, expedite recovery, and ultimately create exercise drills that can be incorporated into public and private sector exercises in the future.
This is an invitation only workshop and is designed to engage candid conversation across multiple sectors and state and local government.
Type: Public-private disaster response coordination workshop
Purpose: To form electric, fuel/petroleum and food sector focused working groups for the purposes of designing “information sharing drills” that can be utilized in future tabletop exercises within the private sector and state/local governments in the NY-NJ-CT-PA RCPT program area.

The initiative is integrating several regional efforts to help expedite business response and recovery efforts caused by a regional power outage. The two main efforts involved are:
Regional Catastrophic Planning Team
Established in 2008, the Regional Catastrophic Preparedness Grant Program (RCPGP) is a groundbreaking Department of Homeland Security initiative to encourage collaborative emergency planning in America’s largest urban regions. The NY-NJ-CT-PA RCPGP project area is comprised of the New York City, Northern New Jersey, Bridgeport Combined Statistical Area, a thirty county area over the four states. With a population of 22,000,000 people, the area is home to 1 out of every 14 Americans. The Regional Catastrophic Planning Team (RCPT) is a multi-state steering committee that guides the RCPGP-funded activities in this region. RCPT members represent the interests of many stakeholders in their communities, including counties, cities, private businesses, nonprofit groups, and volunteer organizations. The objectives of RCPT projects are to assess the current state of regional emergency planning, review existing protocols for regional operations, and describe opportunities for beneficial collaboration.
All Hazards Consortium
Since 2011, the states and urban areas in the mid-Atlantic and Northeast regions have been working together on an integrated planning initiative designed to help “business get back to business” following a disaster. As part of this initiative, an annual exercise series was developed called CATEX (Catastrophic Exercise). Part of CATEX is built on the formation of sector focused working groups that are small, nimble, and driven by private sector operations personnel. These sector working groups identify “operational chokepoints” faced during the response phase of disasters. Once these chokepoints are identified, a process is facilitated that involves state and local government operations personnel working with the private sector to identify “information sharing solutions” to address these sector specific chokepoints. These solutions can then be tested within the private sector and, if successful, developed into drills to be conducted in future public and private sector exercise.These virtual drills, mostly conducted over email, normally last between 30 minutes to 4 hours based on the number of parties/organizations/states involved.
As an example, in CATEX 2013, the Electric Sector Working Group (which evolved into the Multi-State Fleet Response WG) used this integrated planning model to create 9 operational products/processes, including a CATEX drill that expedited power restoration efforts across the East Coast. This drill later became a formal operations process (referred to as the Multi-State Fleet Movement Coordination Initiative) which was used during the ice storms in early 2014.
It is the intent of this effort to replicate the successes and lessons learned from the electric sector during CATEX 2013 and extend/apply them to the electric, food and fuel/petroleum sectors in the Northeast Region to produce operational information sharing products and processes that can expedite business getting back to business.
