About This Event:
We are excited for you to join us for the official launch of the Minnesota Identity Theft & Cybercrime Information & Resource Network (MITCIRN).
In the afternoon, there will be advanced training on often-neglected forms of identity theft (criminal, medical, child, and military identity theft), as well as training geared towards law enforcement, prosecutors, victim advocates, and professionals engaged in community outreach.
About The Minnesota Alliance on Crime and the Minnesota Identity Theft & Cybercrime Information & Resource Network:
The Minnesota Alliance on Crime (MAC) is a membership coalition of 83 crime victim service providers in Minnesota that connects systems, service providers, and victims to advance the response for victims of all crime.
The Minnesota Identity Theft & Cybercrime Information & Resource Network (MITCIRN) brings together partners from community advocacy organizations, victim/witness programs, law enforcement, government agencies, and other organizations/agencies across the state who are dedicated to improved access to supportive services for victims of identity theft and cybercrime. MITCIRN meets quarterly to discuss emerging research, engage in training opportunities, share resources, and advance statewide efforts to combat identity theft and support victims through targeted committee work. Who Should Attend:
Professionals who work with victims of identity theft or on identity theft issues, including victim advocates, civil attorneys, law enforcement, prosecutors, government staff, and staff of consumer protection agencies.
Cost:
FREE.
Travel Reimbursement:
To support your participation in this event, MAC will provide the following support to attendees traveling more than 45 miles one way:
- Mileage reimbursement for one round trip for one vehicle per organization.
- Reimbursement for one hotel room per organization at the Best Western Plus Capitol Ridge for the night of Tuesday, April 10th at a special rate of $139/night. You must make your own lodging reservations (see below).
MAC will reimburse organizations, not individuals. MAC will only reimburse participants who attend the entire network launch and training.
Lodging:
MAC has negotiated a special rate of $139/night at the Best Western Plus Capitol Ridge (just 2 miles from the training site). Please refer to the Minnesota Alliance on Crime when making your reservations. Reservations must be made by March 22, 2018 to receive the special rate.

Committee Meetings
Victim Services Committee
The Victim Services Committee will focus on victims’ access to services, assessing existing services and identifying gaps such as lack of support, insufficient training for professionals, barriers to partnership in local communities, and limited resources. The committee will strategize to solve these problems using available resources, or will identify the resources needed to move forward with solutions.
Community Outreach Committee
The Community Outreach Committee is dedicated to planning and implementing strategies for community outreach to increase public knowledge of things such as: methods for identity theft and cybercrime prevention; available resources for victims; strategies for data breach response; and other subjects that will help to strengthen Minnesota’s capacity to prevent and respond to identity theft and cybercrime.

Panel on Types of Identity Theft
In this panel, local experts will discuss their roles in responding to four types of identity theft that are rarely covered in the field: child identity theft, criminal identity theft, medical identity theft, and military identity thet. Featuring local experts:
- Jill Von Holtum, Education and Training Voucher (ETV) program coordinator, Adolescent Services Unit, Child Safety and Permanency, Minnesota Department of Human Services
- Suzanne Elwell, Director of the Department of Public Safety, Office of Justice Programs, Crime Victims Justice Unit
- Lukus Zuker, Community Outreach Specialist Metropolitan Area Agency on Aging

Identity Theft Prevention and Intervention
In this presentation, Barb Hedstrom and Liz Guggisberg of the Shakopee Police Department will discuss identity theft from the perspectives of community outreach (prevention) and victim services (intervention). They will share the ways that they have partnered within their department to develop effective outreach materials and practices, as well as the resources they believe are most handy to have on hand (or electronically) and when to use them. Between their unique perspective of civilians working within a police department, and their shared experience and fresh perspectives in the field, Barb and Liz will provide helpful insights into working within the system and their community.
Barb Hedstrom is the Crime Victim & Community Services Coordinator and Luz Guggisberg is the Crime Prevention Specialist, both with the Shakopee Police Department.
