As health care expenditures increase, payers, including the Centers for Medicare and Medicaid Services, are transitioning from reimbursement based on "types" and "volume" of services to an approach called value based purchasing (VBP), which emphasizes reimbursement based on the "quality" of provided care.  CMS began its pilot program for Home Health Value Based Purchasing (HH-VBP) to align providers through a system that ties quality to reimbursement, while enhancing the patient experience.  In order to meet these performance-based payment strategies, agencies must demonstrate improved outcomes, compliance and operational efficiency.
