Rule 1168 Revision and Its Impact on the Local Rubber Industry

OVERVIEW
Due to the concerns expressed by the rubber industry and related stakeholders, the South Coast Air Quality Management District (SCAQMD) has been working to modify rule 1168 to allow the use of solvent-based rubber-to-substrate (RTS) adhesives within the District. It was announced on October 6, 2017, that these amendments were successfully adopted by the SCAQMD Governing Board. Previous to the new adoption, all solvent based RTS users were operating under a 55-gallon-per-year exemption. The new language allows unlimited use of solvent based RTS adhesives that contain 850 g/L VOC, along with unlimited water borne RTS adhesives. What does this mean to you and your business? ABOUT THE PRESENTER
Keith is an East Coast native with over 27 years of experience in the rubber industry. He received his bachelor of science degrees in chemistry and business administration from the University of Pittsburgh. His career began with LORD Corporation where he spent 11 years in various technical roles, including: product development, technical service, sales, and plant operations. Keith joined RDAbbott in 2001 and has since been focused on learning all he can about rubber by attending numerous technical symposiums and reading hundreds of technical papers. As a result, Keith has served on The Rubber Division, ACS, as part of their Best Paper Committee (since 2001) and as chairman (several times). He is also a member of the Rubber Division, ACS; TLARGI, Energy Rubber Group, and Rubber Roller Group. He is especially thankful for the opportunity to serve as the TLARGI chairman in 2008. Keith and his wife Karen have two children and they live in Yorba Linda, CA. They enjoy off-roading, boating, and numerous activities with their church fellowship.
