Join Capitol Weeklyfor TAX REFORM. This day-long conference will be held on May 22, 2019 in Sacramento and will be filmed for broadcast by the California Channel.

Keynote speaker: Senator Robert Hertzberg

Forty years ago, the passage of Proposition 13 upended California tax policy, inaugurating a top-down, centralized government approach to funding that persists to this day. While lower-income households pay a proportionately greater share of their incomes in taxes, state tax revenues are dependent on the state's highest earners - the wealthiest 10 percent of households pay about 80 percent of California’s personal income tax. This disparity has led to decades of Boom and Bust cycles which wreak havoc on public programs, economic planning and the state's fiscal health. With Gavin Newsom in the governor's mansion and two-thirds majorities in both the Senate and Assembly, are Democrats poised to enact significant revisions to the state's tax system, up to and including Proposition 13?
