ASCE NCS January 2015 Section Meeting 

Transportation Planning in Northern Virginia

With an ever-growing population and increasing commuter traffic, the Northern Virginia region—like many other thriving urban areas—must find ways to enhance and maintain its transportation infrastructure, while at the same time facing the constant challenge of determining how these much-needed transportation projects will be funded, and ultimately constructed.

Join us on January 20th as the NCS kicks off the New Year with a presentation by Monica Backmon, Executive Director of the Northern Virginia Transportation Authority (NVTA), who will discuss long-range planning for transportation projects in Northern Virginia. She will provide some insight into the funding process for upcoming projects, and will also discuss items such as the TransAction plan, which sets long-term future funding goals for a significant number of regionally-funded transportation projects.

The NVTA was created by the Virginia General Assembly on July 1, 2002, to offer a common voice for Northern Virginia on transportation and other issues that confront the region. The Authority is made up of nine jurisdictions including: the counties of Arlington, Fairfax, Loudoun and Prince William; as well as the cities of Alexandria, Fairfax, Falls Church, Manassas and Manassas Park. The Authority is responsible for updating Northern Virginia’s long-range transportation plan, TransAction, and for managing approximately $300 million annually in public funds for transportation projects designed to provide congestion relief throughout Northern Virginia.

As of October 2014 the NVTA has advanced funding for 18 projects – over 50% of the projects in the overall FY2014 program -- throughout Northern Virginia totaling approximately $94 million. The projects include a mix of regional, congestion-reducing, road and transit investments in Arlington, Loudoun and Prince William counties; the cities of Fairfax and Falls Church and the town of Herndon. Additional projects are currently being advanced including the major widening of Route 28 in Fairfax County. Once completed, these projects will address some of the congestion in the region and will achieve the Authority’s ongoing mission to reduce congestion and improve mobility.

About the Presenter: Ms. Backmon is the Executive Director of the Northern Virginia Transportation Authority, which is headquartered in Fairfax, VA. She has a Master’s Degree in Urban Planning from the University of Illinois at Urbana-Champaign, and served as Prince William County’s regional transportation planner for nearly ten years before assuming her current role in May of 2014.

One (1.0) Professional Development Hour (PDH) will be awarded for attendence.

Please note that because the NCS is charged for each meal guaranteed, those who register but are unable to attend will be charged the full registration fee.  We welcome “walk-up” attendees, including any registrations made after the guarantee is given to the hotel.  However, the cost for “walk-ups” is higher because the Section is charged accordingly by the hotel for late registrations.  Refunds will ONLY be allowed in emergency situations or if an event has been cancelled.  Events that are rescheduled by the Section may be refunded provided notification if provided prior to the rescheduled event.
