CAPTAIN Richard K. McCarthy, SC, USN
Deputy Director for Contracts
Naval Information Warfare Systems Command

CAPT Richard McCarthy, SC, USN, is Deputy Director for Contracts at Naval Information Warfare Systems Command in San Diego, CA. Here he shares responsibility for contract execution and oversight for the
Command, which obligates roughly $7 Billion annually in support of its Program Executive Offices and other organizations. He also executes Head of Contracting Activity oversight for two Echelon III commands located in San Diego, CA and Charleston, SC.

A native of Irvine, CA, CAPT McCarthy graduated from the U. S. Naval Academy (BS in Economics, minor in Spanish). Following graduation, he attended la Universidad de Salamanca, Spain on the Cox Fund Scholarship Program. He also earned MS Degrees in Contracting and Acquisitions Management from Naval Postgraduate School (with distinction) and in National
Resource Strategy from the Industrial College of the Armed Forces. He is also a graduate of executive education from Kellogg Business School at Northwestern University.

Following completion of Navy Supply Corps School in Athens, GA, CAPT McCarthy's initial sea-tour was as Division Officer on board USS WASP (LHD 1) in Norfolk, VA where he deployed in support of operations in Somalia, Bosnia, the Arabian Gulf, and Haiti. His next sea tour was as Supply Officer of the ballistic missile submarine, USS OHIO (SSBN 726), in Bangor, WA. While on board OHIO, CAPT McCarthy deployed on four deterrent patrols and led his team to earn three Supply Blue "E"s and an unprecedented two consecutive NEY awards for best submarine galley operation in the Navy. In 2000, CAPT McCarthy was awarded the Vice Admiral Batchelder Award for outstanding Supply Officer contribution to the Fleet. He was next assigned as Assistant Supply Officer on board USS RONALD REAGAN (CVN 76) in San Diego, CA where he led 550 Sailors in 13 different divisions on the ship's maiden combat deployments to the Arabian Gulf and Seventh
Fleet operating areas. His last sea tour was on board forward-deployed USNS WASHINGTON CHAMBERS (TAKE 11). As Officer in Charge for the Military Detachment, he led all military assigned and provided direct logistics support to Fifth and Seventh Fleet deployed Navy units.

Ashore, he served as Transportation Officer responsible for physical distribution functions for Trident Refit Facility in Bangor, WA. He served as a Contracting Officer for Navy Regional Plant Equipment Office in San Diego. CAPT McCarthy also volunteered for a gapped Individual
Augmentation to Joint Contracting Command, Iraq where he led and served as Chief Contracting Officer in Kirkuk, Iraq. In Kirkuk he directly supported active combat operations and military and civilian reconstruction efforts throughout the Northeastern part of the country. His other shore tours include: Chief Contracting Officer for Fleet Logistics Center, San Diego, CA.; Commander,
Defense Contract Management Agency, San Diego; Officer-in-Charge of Navy Regional Plant Equipment Office, and Lead Contracts Executive for NAVSUP Global Logistics Support.

His personal awards include the Legion of Merit, Defense Meritorious Service Medal (two awards), the Meritorious Service Medal (two awards), the Navy-Marine Corps Commendation Medal (four awards), and the Navy Achievement Medal. He was awarded both the Secretary of the Navy and Navy Supply Corps awards for Contracting and Acquisitions Excellence. He is a certified
Acquisition Professional for the Navy and is a qualified Naval Aviation Supply Officer, Surface Warfare Supply Corps Officer, and Submarine Warfare Supply Officer.
