Police Suicide Awareness

and Prevention Seminar


You are invited to attend the Chicago Police Memorial Foundation's Police Suicide Awareness and Prevention Seminar on Thursday, February 21, 2019 at the Hyatt Lodge (in the Training Center Building, formerly known as the Hamburger University Building) in Oakbrook, IL. The training is from 0800-1600 hrs and is generously being underwritten by Motorola Solutions Foundation. Check-in is 0730hrs to 0800hrs.  Lunch for the event is included and there are no costs to attendees.  (For Chiefs and Deputy Chiefs, this training qualifies for 5 hours of ILETSB Training Board training credit hours.)

This training seminar is geared to help those in a position to help police officers in crisis and at risk of committing suicide.  If we can save the life of one police officer or family member, this seminar will be well worth it.  Our speakers for this event are:

Session No. 1 Presentation by Des Plaines Police Chief William Kushner 

Chief Kushner will discuss the progress being made on the First Responders Addiction/Recovery Unit being created at Holy Family Hospital in Des Plaines. Chief Kushner will also speak briefly on the Beyond Peer Support Program.

Session No. 2:   Presentation by Liza M. Franklin

As a lawyer with the City of Chicago Law Department's Federal Civil Rights Division, Lisa Franklin defended Chicago Police officers who had been sued for intentional misconduct for 21 years.  She was the head of that Division for 7 years.  She left the Law Department last year to start the clinical psychology doctoral program at Rutgers University.  She received her Masters in Counseling from Adler University last summer, after spending the summer working with the clinicians of the Chicago Police Department's Employee Assistance Program.  

For 13 years, Liza examined every intentional misconduct lawsuit that had been filed against a Chicago Police Officer.  The experience of reviewing every lawsuit, and participating in the litigation of hundreds of those lawsuits, has enabled her to identify patterns in those cases that point to the need for a substantial increase in attention to officer wellness.  She will also discuss how failing to provide appropriate resources for officer wellness has financial consequences for officers, their families, and the communities that the officers serve.

Session No. 3:  Presentation by James L. Cavanaugh, M.D.

Dr. Cavanaugh will present aspects of his clinical experience over 40 years in evaluating and treating individuals struggling with depressive disorders often associated with issues related to suicidal potentiality. Emphasized will be his general clinical and forensic psychiatric work with Chicago Police Officers and Special Agents of the FBI. He will emphasize that although suicide is not able to be predicted, prevention of suicide is increasingly possible with various interventions and more acute treatments now available. The goal of his presentation will be to produce evidence from his own clinical experiences working with law enforcement officers that shows the beneficial results of early intervention and treatment even while dealing with the barriers within the culture of law enforcement.

Session No. 4:  Presentation by CPD Commander Tina Skahill and CPD Officer Alvaro Navarro

CPD Officer Navarro will speak on alcoholism and its effects on job performance.  Officer Navarro will draw from personal experience and share his story.  Commander Skahill will draw from her experiences while serving in various ranks within the Department from patrol officer to Chief.
