The outbreak of Coronavirus (COVID-19) had a direct and devasting impact on the health, safety, welfare, and lives of people all over the world, including in Indian Country.  To respond to the pandemic, Congress, on March 27, 2020, passed an historic $2.0 trillion funding bill, Pub. L. 116-136, Coronavirus Aid, Relief and Economic Security (CARES) Act to respond to the Coronavirus Pandemic.  The CARES Act provided $10.0 billion in special funding set-asides for tribal governments for health, education, welfare, and nutrition to respond to the public health emergency.  On March 11, 2021, President Biden signed another appropriations bill, the American Rescue Plan Act (ARPA), Public Law 117-2, to provide $1.9 trillion in emergency pandemic relief including more than $31.2 billion in set-aside funding for tribal nations, Native communities, and Native families. Congress passed yet another major legislation, the Infrastructure & Jobs Act (IIJA), Public Law 117-58, to meet the country's infrastructure needs and to create jobs.  The Infrastructure & Jobs Act provides more than $15 billion in tribal specific spending measures; and an additional $143.3 million in competitive grant fund to tribal governments and tribal organizations.  More recently, Congress passed Public Law, 117-130, the Inflation Reduction Act providing significant federal funding for the entire country including significant amounts of funding that will benefit tribal nations.

Attend this training to get the latest information on federal stimulus funding and the recent Inflation Reduction Act, and how it impacts Indian Country. This course will focus on the recently published ARPA Final Rule, which was effective April 1, 2022.  The Final Rule provides guidance on: (1) Replacing lost public sector revenues; (2) Public health and economic impacts; (3) Premium pay; and (4) Water, sewer, broadband infrastructure.  The course will also cover the funding categories under the Infrastructure Investment & Jobs Act, including: (1) Tribal Transportation Programs; (2) Tribal Broadband; (3) Energy & Power Grid Infrastructure & Resilience; (4) Abandoned Mine Land Reclamation & Abandoned Hard Rock Reclamation; (5) Western Water Infrastructure; (6) Drinking Water & Wastewater Infrastructure; (7) Wildfire Risk Reduction; and (8) Clean School Buses & Ferries.
