Federal Grants Management Principles

Most, if not all Indian tribes, tribal organizations, and nonprofit organizations operate programs funded by the federal government. Some grants are discretionary grants, and some are block grants. As such, tribal organizations must know general and specific grant rules that apply to all federal awards. Some grants have specific requirements, some have matching (cash or in-kind) requirements. Notices of Funding Opportunity prescribe specific rules for grant applications, for receiving and accepting the grant awards, to administering the grant award, submitting financial reports and narrative reports, conducting grant closeout and annual audits.

Tribal organizations need to know financial management rules and cost principles that apply to their awards; grant matching and cost sharing requirements, rules that apply to equipment purchases, etc. This course provides an overview of the regulations in the Office of Management & Budget’s Uniform Administrative Requirements, commonly referred to as Super Circular. The OMB grant rules apply to all federal stimulus grants (CARES Act, ARPA, Infrastructure Investment & Jobs Act, etc.).

Attendees will learn the differences between federal discretionary grants and entitlement grants, the grant management cycle, grant administration including financial reporting, rules on indirect costs, rules on grant match and cost sharing, equipment and property, federal cost principles, grant closeout, preparing for annual audits, and tips on grant writing.
