Taxpayer Protection and Bank Recapitalization (“Bail-in”) Regime 

CFA Society Winnipeg invites you to join us for a luncheon event on November 20th, as officials from the Department of Finance explain why the proposed Taxpayer Protection and Bank Recapitalization (“Bail-in”) Regime is an important part of the Government's strategy to address the risks posed by banks that are “too-big-to-fail“ and how it will work.

This event will bring together some of Canada's top regulators and an experienced bank credit analyst to enhance the market's understanding of the proposed regime and its potential implications for investors and other stakeholders. Q & A to follow.

Speaker Biographies

Liane J. Orsi - Senior Advisor, Financial Stability, Department of Finance Canada

Ms. Orsi is currently on secondment to the Department of Finance Canada as a Senior Advisor, Financial Stability from the Office of the Superintendent of Financial Institutions (OSFI). In this capacity, she is responsible for policy development and advice relating to the financial sector, including in respect of the resolution of federally-regulated financial institutions and financial stability. Upon concluding her secondment in 2015, Ms. Orsi will resume her role as a Capital Specialist at OSFI where she is responsible for OSFI’s assessment of the quality of capital instruments proposed or issued by federally-regulated financial institutions as well as for developing and interpreting policy and related rules in respect of capital adequacy. Ms. Orsi represents OSFI on the BCBS Working Group on Capital. Previously, she represented OSFI on the BCBS Contingent Capital Working Group and was the Canadian delegate to the FSB Bail-in Working Group.

Prior to joining OSFI in 2003, Ms. Orsi was with the Royal Bank of Canada. Ms. Orsi holds an MBA from the University of Western Ontario and a BBA from York University. She also holds a Graduate Certificate in European Business Studies from ESC Rouen in Rouen, France.

Alix Dostal - Chief, Financial Stability, Department of Finance Canada

Ms. Dostal is the Chief of the Financial Stability Section at Finance Canada. She also served as a Senior Project Leader with Finance Canada and Deputy Director of the International Financing Division at Foreign Affairs and International Trade Canada. Before joining the public service Ms. Dostal practiced law in Toronto with the restructuring and insolvency group of a major Canadian firm. She was also the Chief of Staff to the Ontario Minister of Northern Development and Mines.

She holds a J.D. from University of Toronto Law School and is called to the Ontario Bar. She received her B.A. (Hons., Political Science) from Dalhousie University.

George Lazarevski, CFA  - Corporate Debt Banks & Diversified Financials Analyst, Bank of Montreal

George joined BMO Capital Markets Corporate Debt Research group in 2006. He covers the banks and diversified financials sector. Until 2010, George also covered the Maple Bond sector, including U.S. Financials. He previously worked as a ratings analyst for three years at Standard and Poor’s, covering the Income Trust, Telecom & Cable sectors. Prior to that, he worked as Senior Financial Analyst in the Corporate Treasury department at Nortel Networks. The Greenwich Associates Survey has consistently ranked the Canadian Corporate Debt Research group #1 for quality the past seven years. George holds a BBA (finance) from York University (2001) and is a CFA charterholder.
