The Plaza de Panama Project was conceived in 2009 with the intent of reclaiming 6.3 acres of pedestrian parkland in Balboa Park in areas which are now dominated by automobiles. This project, funded primarily through philanthropy, was a public private partnership which was entitled with a 7-1 city council vote in a record three years. In the three years subsequent to its approval the Project has withstood every legal challenge possible including the California Supreme Court. With these hurdles removed, the project is poised to return to bring additional parking, circulation improvements, reduction in vehicle-pedestrian conflicts, infrastructure improvements and the addition of over 6 acres of pedestrian parkland where there is now asphalt.
