What I’ve Learned Inspecting and Maintaining Post-Construction Stormwater BMPs
For years now – guess it just seems like decades – those of us in the engineering and construction industries have been designing and building stormwater BMPs. After many successes and a few notable failures, we’ve learned a lot about these systems. Now, many of you are turning your attention to getting the best performance from your systems at the least annual operating and maintenance cost.
This program will feature examples – including lots of photos – of both good and not so good design and construction practices and describe how they impact the functionality of stormwater BMPs. We will also show some of the details that have owners cursing their designers and/or contractors every time it rains. Finally, we will introduce some new construction and testing techniques that show promise in the stormwater BMP marketplace.
The Instructors: Steven W. Polk, P.E., EMBA
After more than three decades of helping customers resolve zoning, site engineering and permitting challenges, Steve Polk elected to redirect his engineering business to the implementation of the NPDES Phase II regulations. Since that decision in 2008, he has focused his practice on the engineering, construction, inspection and maintenance of stormwater management facilities. Stormwater STL now regularly inspects more than 100 projects several times each year, which provides well over 1000 BMP touchpoints and offers opportunities to see the components of stormwater quality systems in action. His research into stormwater regulations nationwide, coupled with dozens of presentation on stormwater quality issues have positioned Steve and Stormwater STL as leaders in this rapidly evolving industry.
STORMWATER MANAGEMENT BMPS: REFLECTING ON PAST EXPERIENCES FOR A BETTER WATER FUTURE

They can go by many names: BMPs, Stormwater Control Measures (SCM), Low Impact Development (LID), Green Infrastructure, Gray Infrastructure, etc... Regardless of what you call it, it is all about stormwater management and implementing principles and practices that build on past experiences so we have a better water future.
Like many other communities across the United States, Omaha, Nebraska has both combined sewer system (CSS) and a municipal separate storm sewer system (MS4). In both programs, gray and green infrastructure practices are being implemented to varying degrees of success. In the CSO Program, screening structures and large scale green infrastructure projects are being utilized. In the Omaha Stormwater Program, numerous demonstration projects have been implemented and there are over 1,500 post-construction stormwater BMPs as a result of Omaha’s post-construction ordinance. The need to get things right is significant, so the City uses adaptive management to build upon past experiences to improve stormwater management in Omaha. This presentation will provide an overview of the work occurring in Omaha, NE with various stormwater management projects. It will also cover past and current monitoring efforts and experiences in the Omaha area. The presentation will then use these experiences to start a conversation about where we need to go in the Midwest Region for stormwater management design.

Speaker bios:
Christopher Kinzel, P.E. is a Senior Professional Associate with HDR Engineering in Kansas City and serves as the Traffic and Planning Section Manager for Missouri and Kansas. Christopher served as the Deputy Project Manager for the study and design phases on the Kansas City Streetcar project.
Jennifer Schwaller, CEP, ENV SP is a Senior Environmental/Transportation Planner in HDR Engineering’s Kansas City office and led the Kansas City Streetcar Envision rating submittal.

Federal Regulations and Construction Stormwater
Latest regulatory developments related to construction stormwater including EPA's proposed "MS4 Remand Rule". The construction industry's role in fulfilling the goals of the Clean Water Act including TMDLS, and EPA enforcement efforts.
Speaker - Mark Matthews, EPA - Region 7, Environmental Engineer is a graduate of the University of Missouri-Rolla Nuclear Engineering program, has worked at EPA for over 25 years. He has worked on hazardous waste site clean-up and Community Based Environmental Protection, and for the last 13 years he has worked in the National Pollutant Discharge Elimination System (NPDES) program. Currently he is the EPA Region 7 permitting coordinator for stormwater permits, and also promotes the use of Green Infrastructure for the management of stormwater.

Speaker: Lynn Youngblood, ED Blue River Watershed Association
In Lynn’s short tenure with the Blue River Watershed Association she has more than tripled the number of staff, and doubled the net income. Lynn was a nature center manager for 20 years, seventeen with the Missouri Department of Conservation. Formerly, she administered multi-million dollar, federal grants several of which were capacity-building focused on assisting over 100 nonprofit organizations becoming better and stronger.
