The CityLab 2023 Micromobility Summit, in partnership with The Dallas Architecture Forum,  will focus on how our community can use transportation approaches like cycling, walking, using a scooter, and partially active modes like e-cycles to help reshape our daily lives and how we move more efficiently around our city.The panel will have a moderated micomobility conversation with students on their thoughts on micromobility and what they can to improve our community. The event will be preceded with art demonstrations from CityLab High School students and followed by Reception open to all.

ABOUT OUR PANELISTS: 

STEVEN DUONG, AICP- Principal and VP, Urbanism + Planning Practice Lead for AECOM 

Steven Duong, AICP is a Principal with AECOM, overseeing the Urbanism + Planning (U+P) practice across the US. U+P is a collective of urban strategists comprised of experts in areas such as urban design, multi-modal planning, civic policy, data analytics, economic and real estate advisory, climate and resilience planning, and community planning.  Steven has led a wide variety of projects in this role, most recently serving as the lead consultant for the City of Dallas 100 Resilient Cities plan, the Arapaho Station TOD Plan for the City of Richardson, and the Butler Place Redevelopment and Access Plan in downtown Fort Worth . His focus is on city scale urban design, urban policy, and sustainable development. Steven also served as the Director of the North Central Texas Chapter of the American Planning Association, as a member of the Urban Design Advisory Council for the City of Dallas, and as an adjunct assistant professor with UTA's College of Planning and Landscape Architecture and guest studio instructor at Harvard Graduate School of Design. He has received numerous accolades, including being identified as a Top 20 Under 40 Top Young Professional for Engineering News Record in 2017, receiving the Greater Dallas Planning Council's Urban Pioneer Award, and profiled as a Top Innovator for Dallas Innovates magazine.

ANN W. FOSS, Ph.D, AICP- Transportation Planning and Programming Manager, City of Arlington

Ann has been with the City of Arlington since 2016 and currently serves as the Planning and Programming Manager for the Transportation Department. She is responsible both for long-range transportation planning and policy for the City and for implementing innovative transportation solutions. Ann works to secure grant funding and has played a large role in launching and sustaining the City’s on-demand rideshare service and three autonomous vehicle deployments. 

 Ann holds a BA in Anthropology and Environmental Science from Haverford College, a MS in Urban Planning from Columbia University, and a Ph.D. in Urban Planning and Public Policy from the University of Texas at Arlington. She has worked as a professional planner in New York, NY, Dallas, TX, and Arlington, TX. Ann is a member of the American Institute of Certified Planners.

MATTHEW ABLES- Senior Urban Planner - Arup

Matthew is a Senior Urban Planner at Arup in their Dallas, TX office. He is focused on developing effective, equitable, and innovative strategies that build great places and solve complex projects and challenges. He has experience in working on a variety of projects ranging from large-scale infrastructure projects to smaller agency transit plans. He believes in data-driven planning processes focusing on equitable strategies and solutions utilizing emerging technologies. Matthew is an American Institute of Certified Planner, and a guest lecturer of Geospatial courses at the University of Texas at Arlington.

Matthew began his urban planning journey after studying at the University of North Texas and graduating with a Bachelor’s degree in Anthropology. Shortly after, he studied City and Regional Planning in the Master’s program at the University of Texas at Arlington. Throughout his college career, Matthew’s interests were in the convergence of human centered design and technology. He briefly studied computer science and UX design and has integrated aspects of those courses into his philosophy on urban planning, transportation planning, and urban design.

At Arup, Matthew works on a variety of projects for the global engineering firm. His current project focus is on planning and design for the City of Austin’s Our Future 35 – Cap and Stitch Program. This project seeks to rebuild community and design equitable and innovative parks, open space, and amenities that were historically displaced by the development of I-35 through Austin, Texas in the 1950’s.

Matthew lives in east Dallas with his partner, Sara, who is his constant inspiration in design, and their three cats, Maxwell, Percy, and Winnifred. He is interested in guitar and music, reading, cartography, technology, and Magic the Gathering.

PHILLIP HAIGH HIATT- Excecutive Director, The Loop Dallas

Philip Hiatt Haigh is the Executive Director of the Circuit Trail Conservancy (CTC), the public private partnership building The LOOP, which will unite Dallas neighborhoods and make walkable green space a part of the Dallas identity. Upon completion, 11 new miles of trail will create a 50-mile active transportation network around the core of Dallas, connecting neighborhoods to transportation hubs and economic opportunity.

Under his leadership, the CTC is currently delivering all projects needed to complete The LOOP, the long-awaited Trinity Forest Spine Trail, the Hi Line Connector, the Trinity Gateway, and the Skyline Trail Link. The CTC also recently secured an additional $42M in funding from multiple public sources bringing total commitments for all projects to $85M, raised from public funds and private donors.

Prior to joining the Circuit Trail Conservancy, Philip led Dallas County Judge Clay Jenkins’ 2018 re-election campaign, contributing to one of the highest voter turnouts in Dallas County for a Texas mid-term. Philip also served as Director of Public Policy for the Dallas Regional Chamber representing the North Texas business community in Austin, Washington, D.C., and locally, supporting a broad agenda of public policies to further promote economic growth and quality of life.

Philip has worked for and with elected officials at every level of government and prides himself on addressing issues from a pro-people, pro-growth perspective.

He is currently serving as the Vice Chair of the Texas Department of Transportation (TxDOT) Bicycle and Pedestrian Advisory Committee, District 1 Commissioner on the City of Dallas Environmental Commission which oversees the implementation of the Comprehensive Environmental Climate Action Plan (CECAP), and as a Board Member of the Dallas County Trail and Preserve Program.

Philip holds a Master of Liberal Studies from SMU in International Studies & Human Rights and Social Justice and a BFA in Sculpture with a minor in Mass Communication from Texas Tech University.

He lives in Oak Cliff with his wife and their bicycles.

MODERATOR LAWRENCE AGU, III, AICP, Assoc. AIA- City of Dallas

Lawrence is currently a Chief Planner for the City of Dallas’ Planning and Urban Design Department. He manages the Policy Lab who specialize in data analytics, policy research, development review, and community storytelling through data. He also serves as the project manager for the ForwardDallas Comprehensive Land Use Plan Update.

 Lawrence volunteers his time as an executive board member for the CityLab High School Foundation, an independent nonprofit organization supporting the mission of CityLab High School, a Dallas ISD Choice school which introduces students to architecture, urban planning and environmental sustainability through project-based curriculum.

As a first generation Nigerian-American, Lawrence holds dual master’s degrees in urban planning and architecture from the University of Texas at Arlington, where he studied the intersection between urban design, transportation planning, architectural design, and economics. With expertise in both the public and private sectors, Lawrence has demonstrated versatility in a range of skills from construction administration to community engagement.

 His interests include international development, social equity, youth education, and emerging planning technologies, and basketball.
