Concept of Operations for Offshore Facility Oil Spill Response

Bureau of Safety and Environmental Enforcement Oil Spill Preparedness Division (BSEE OSPD) and the U.S. Coast Guard (USCG) are undertaking a multi-year project to update offshore oil spill response information in federal Area and Regional Contingency Plans. 

Responding to a large and complex offshore oil spill will require significant coordination and planning to effectively implement source control and multiple oil removal countermeasures simultaneously, especially in the complicated environment in Alaska. While many organizations have put together CONOPS-like plans for their own response actions, an overarching construct needs to be developed for the Arctic and Western Alaska ACP that will tie all these activities together. In order to develop this CONOPS, OSPD and the USCG would like to invite you to participate in a workshop to be held UAA's Bragaw Office Complext at 1901 Bragaw St., on May 3-5, 2023, 9:00 am - 3:30 pm (except May 5 which is a morning session only).  The workshop sessions will involve OSROs, source control companies, oil and gas operators, federal and state representatives, trustees, and tribal nations.
