Tour of Marijuana Cultivation Facility

OVERVIEW

The city of Desert Hot Springs was the first jurisdiction in the Coachella Valley to permit cultivation of marijuana.  Developing these local regulations were difficult in the midst of uncertainty with regard to marijuana in federal law. This program will be tour of a cultivation facility followed by a questions and answers from some of the people responsible for its development.

SPEAKERS

Andrey Shmykov, an entrepreneur and Medical Marijuana (MMJ) industry pioneer, is currently the proprietor of several cultivation and dispensary operations in the greater Southern California region.  Andrey has nearly a decade of experience in cultivation and utilizes the latest techniques and equipment to produce a wide range of high quality medicinal marijuana for his patient clientele. Andrey also has deep knowledge of cannabis testing and has owned and operated laboratory facilities dedicated to this critical function.

Andrey has a long history in retail operations across the U.S., having owned and operated several bars, restaurants and convenience stores for over 20 years.  Andrey has brought his retail knowledge and “best practices” to the cannabis industry to provide a five-star experience for his patients.  Andrey is also actively involved in MMJ research activities, specifically targeting viable treatment options for children and the elderly.

John Peña brings more than 30 years of experience in local government, politics, and public/private advocacy to work on behalf of clients. He has specialized in the operational direction of complex governmental relations programs, including monitoring and reporting, strategic planning, direct and grass-roots advocacy, organization and coalition formation. He has served as Mayor and City Councilmember in La Quinta, CA for over 18 years including Interim City Manager. He graduated from Indio High School, attended College of the Desert where he was inducted into the Alumni Hall of Fame and earned a Bachelor of Arts Degree from California State University, Fullerton. He continued his postgraduate work at Western State University College of Law where he received his law degree. He has served on many Boards and Commissions and maintains working relationships and contacts with government and business leaders throughout the Coachella Valley helping clients navigate through the maze of local politics and inter-governmental relationships.

Martin Magaña, Director of Transportation of the Coachella Valley Association of Governments (CVAG). Prior to joining CVAG Martin was City Manager for the city of Desert Hot Springs where he was instrumental in convincing the City Council to allow the cultivation of medical and recreational cannabis.  This has made Desert Hot Springs a leader in the cannabis industry where multiple businesses have obtained entitlements in the city to cultivate cannabis.  Martin has worked with attorneys and other agencies to develop policies and ordinances for the city that shadow California laws.
