Federal CPIC Forum & MITRE Corp. Present: Establishing & Managing IT Working Capital Funds in Federal Agencies 

 

Have you ever wondered how to fund technology initiatives for new information technology services within your Agency? In today’s ever-changing government climate where efficiencies are required and often rewarded, effectively using Working Capital Funds (WCF) may be a viable solution.

But what is a WCF? When should it be used? Where and how does start?

In this webinar, MITRE expert, Martin Edwards will present the nature and benefit of utilizing WCFs. Whether starting from scratch and asking for seed money or restructuring the current environment to support such a model, MITRE will present the who, what, where, when, why, and how of WCFs. An essential part of this process is understanding associated cost implications—what can and cannot be done when establishing a WCF. MITRE will also present lessons learned to inform those considering a WCF about some pitfalls and how to avoid them. Rounding out the webinar, MITRE will share examples of existing, successful WCFs to show how it can be done and the benefits associated with creating and maintaining these types of self-funded activities to support provision of IT and other services.

 

ABOUT OUR PRESENTER:

Martin L. Edwards, The MITRE Corporation

Mr. Martin Edwards is a Principal Economics and Business Analyst within the Intelligence Integration Department of MITRE’s Center for Programs and Technology. Mr. Edwards provides thought leadership, strategic planning, and tactical support to two of MITRE’s newest customer areas within the Intelligence Community. He also supports customers within the Department of Defense, Combatant Commands, and Health and Human Services. His areas of expertise include acquisition, contracting, program management, portfolio management, business process reengineering and strategic planning. Prior to his arrival at MITRE, Mr. Edwards retired as a Lieutenant Colonel after 22 years in the United States Air Force as a communications officer. Mr. Edwards’ last military assignment within the Office of the Secretary of Defense gave him responsibility for oversight of the U.S. Air Force’s major acquisition programs dealing with command and control systems. In 1991, Mr. Edwards earned a Master of Arts degree in Management from Webster University, St Louis, MO (London, United Kingdom campus). Prior to that, he earned a Bachelor of Science in Biology from Florida State University in Tallahassee, FL. Martin is married to the former Sharon Bridell. Their daughter Megan is married to Mr. Joel Boss and lives in Marietta, Georgia with their daughters Addison (4) and Emily (2).
