A TICP (Tactical Interoperable Communications Plan) is prepared for an area/jurisdiction to document existing communications assets and policies/procedures related to interoperable communications during events ranging from day-to-day operations through large-scale critical incidents.
This two-part workshop will consist of:
Part 1) An Introductory Session will be held on August 23rd, 2012, from 9 am - 11 am, using a webinar to provide an overview and explanation of a TICP, as well as provide you with a template to be used in developing your own area/county/jurisdiction TICP. By using a webinar format, each attendee can participate from their own location via their computer.
This webinar will provide a list of the information needed for the plan prior to the webinar as well as providing a copy of a plan template that the participants will populate during the workshop.
Part 2) A follow-up 1-day in-person Workshop will held at the Johnson County Emergency Communications Center, Iowa City, IA, on September 18th, 2012 in which instructors from DHS, Office of Emergency Communications (OEC) will review a completed TICP, provide examples to help attendees apply interoperable communications best practices and lessons learned from other areas with situations similar to their own. and help you finalize your TICP.
Developing a TICP requires the collaborative efforts and inputs of public safety organizations in the geographic area. In order to document the input of all relevant stakeholders and develop the TICP in the most efficient and effective manner, working group (that is, workshop attendees) should include communications and operational representatives from multiple agencies and jurisdictions across all public safety disciplines. The working group should mirror the responders and support personnel needed for a major incident in the area. Suggested participants would include, but are not limited to:
• Law enforcement, fire, and EMS communications specialists
• Law enforcement, fire, and EMS incident management staff
• Communication coordinators and supervisors
• Communications Unit Leaders
• Public safety and incident communication center managers
The workshop allows participants to discuss and document the area’s existing governance structures, technology assets, and policies/procedures related to interoperable communications during events ranging from day-to-day operations through large-scale critical incidents.
Once the TICP has been completed, a Tactical Interoperable Communications Field Operations Guide (TICFOG) can also be created.
Previously, we have held workshops on the use of the CASM (Communications Assets Survey & Mapping) tool in which you obtain a password protected account and enter your communication assets into a statewide database. Then, you can simply import your information from that CASM tool into your TICP. If you do not have a CASM account for your agency and would like one, please contact:
