JOY FLOOD, DIRECTOR OF THE ASSISTED HOUSING DEPARTMENT

Joy Flood is the Director of the Assisted Housing Department at the Detroit Housing Commission (DHC).  Ms. Flood is a Michigan native who returned to the area in April 2014.  Ms. Flood brings with her a depth of experience and knowledge in federally regulated and funded affordable housing programs.  She is an expert in the Housing Choice Voucher Program (Section 8) having dedicated over 20 years of her career in successfully introducing program efficiencies and operational cost reductions.  Throughout her career Ms. Flood has built productive and cooperative partnerships with all members of the community participating in affordable housing opportunities; elected officials, property owners and managers, non-profits and service providers.

Prior to joining the DHC team, Ms. Flood held senior level positions at the Housing Opportunities Commission of Montgomery County, Maryland; the District of Columbia Housing Authority, Abt Associates and the Cuyahoga Metropolitan Housing Authority, Cleveland Ohio.
