The Human Resources Association of Treasure Valley is pleased to present the November program "WE ALL SERVE: Members of the National Guard and Reserve in the Workplace" presented by Karla Draper and Colonel Timothy Donnellan. There are many classes of protected employees in the workforce. Veterans and those that serve in the National Guard and Reserve have special rights and responsibilities afforded to them by the Uniformed Services Employment and Reemployment Rights Act (USERRA). Employees with a military background bring great skills and qualities to the job, but they also bring some challenges for the employer.
This session will provide participants with a brief refresher on USERRA. It will demonstrate how civilian employers have a role to play in our national defense by supporting the men and women that serve in uniform. Participants will also have the opportunity to learn more about the Idaho Air National Guard, the 124th Fighter Wing’s recent deployment, and how to support the airmen who serve both their country and a civilian employer.
OUR PRESENTERS:
Karla Draper was born and raised in Beckley, WV. She served in the Air Force as a Liquid Fuels System Mechanic from 1980 to 1989, with assignments at Vandenberg AFB and George AFB in California, as well as Andersen AFB, Guam. While serving in the military, she earned her B.S. degree in Computer Information Systems. After separating from the Air Force, Karla entered Federal civil service and traveled the world with her military husband. She held various positions with the Departments of Defense and Veterans’ Affairs in Idaho, Nevada, and New Mexico and earned a M.S. degree in Public Administration from Troy State University in 1994.
Karla joined the Veterans’ Employment and Training Service (VETS) in Idaho as a Program Assistant in September, 2000. She was promoted to Assistant Director and then State Director in July, 2011. During her tenure, she investigated claims made by veterans and National Guard and Reserve members under the Uniformed Services Employment and Reemployment Rights Act (USERRA). After retiring in 2013, Karla became a volunteer with the Idaho Employer Support of the Guard and Reserve committee. She became the Area Chair for the greater Treasure Valley in March, 2014.
Colonel Timothy J. Donnellan, Commander of the 124th Fighter Wing is a Combat Veteran A-10 "thunderbolt II" fighter pilot. He previously served as the Idaho Air National Guard Director of Staff. Col. Donnellan graduated from Purdue University in 1990, where he received his commission as a Second Lieutenant. After completing buth Undergraduate Pilot Training and the Security Police Academy in 1993, he went to serve as a Second Police Officer at Moody Air Force Base, Georgia for the next three years. In 1996 he joined the 25th Fighter Squadron, Osan Air Base, South Korea, as an A-10 pilot. He came to the Idaho National Guard in 2002 where he served in the 190th Fighter Squadron as an A-10 instructor pilot and flight evaluator. In 2012 he became a member of the 124th Air Support Operations Squadron where he served as an Air Liaison Officer prior to assuming command in 2013. During his time with the Idaho Air National Guard Col. Donnellan has deployed in support of Operation Iraqui Freedom in 2003 and 2007, as well as Operation Enduring Freedom in 2008.
