Keynote Address: Congressman Michael Capuano (D), 7th District, MA 

 CongressmanMichael Capuano is serving his ninth term as a Representative in Congress for Massachusetts' Seventh District, which includes Chelsea, Everett, Randolph, Somerville, half of Cambridge and Milton and approximately 75% of Boston. He is the senior Massachusetts member on the Transportation and Infrastructure Committee and the Financial Services Committee.

Session A: Employers are coming! Employers are coming! (Or are they?) – A conversation on building value of TDM
Many of the TDM products and services depend on involving employers.  Employers serve as a channel to influencing travel behavior of commuters via workplace policies such as flextime and parking.  They can affect employees’ mode choice via the use of financial incentives.  Employers are frequently members of TMAs.  They also are the foundation of Best Workplaces for Commuters and a growing market segment within ACT.  So why is it so difficult to attract meaningful employer support and participation?  This interactive session will seek to engage the audience in discussion of their successes and learning experiences in working with employers to identify tried and true practices for effectively engaging employers.  We will use an audience response system to ask knowledge check questions before starting a discussion topic to uncover what attendees already know or believe.

Session B: Launching ACT's ‘25 by 20’ Commuter Benefit Ordinance Campaign
The transportation fringe benefit, more commonly known as the transit benefit, is one of TDM's strongest tools to promote the use of transportation options from public transit to vanpooling. Recently, New York, San Francisco, and Washington, DC have worked with transit advocates and employers to enact transit benefit ordinances that require the transit benefit to be offered. Recognizing the value of the commuter benefit and following the lead of these three cities, ACT is launching a national campaign to champion & support the adoption of commuter benefit ordinances across the country. This session will provide information to attendees about the campaign and how they can help advance adoption of a commuter benefit ordinance at home.

This session will present current research on the range of TDM regulations that have been enacted in communities around the country in an effort to identify commonalities and the most effective requirements.  The session will then present a new toolkit developed by MassDOT to assist developers with their implementation and compliance with state/local TDM requirements.

Session A: Innovation in TDM
We are currently in a golden age of transportation innovation.  Every month new mobile apps, pop-up transportation services, and technologies are being brought to the public with the goal of changing how individuals travel and commute.  In many cases, TDM is a central theme of these innovations as organizations look to create efficiencies within our transportation system and improve the customer experience of existing systems, and collect data to better measure performance of programs.    This session will feature panelists who are helping lead the way and will discuss what is coming up down the road.

Keynote Address: Ken Kimmell, President, Union of Concerned Scientists

Ken Kimmell is president of the Union of Concerned Scientists, a leading science-based nonprofit that combines the knowledge and influence of the scientific community with the passion of concerned citizens to build a healthy planet and a safer world. Mr. Kimmell has more than 30 years of experience in government, environmental policy, and advocacy. He is a national advocate for clean energy and transportation policies and a driving force behind UCS's "Power Ahead" campaign to build a larg

e and diverse group of clean energy leadership states.  Mr. Kimmell will discuss UCS's work on addressing mobile source emissions in the United States through fuel standards and the impact of autonomous vehicles and present a current state of the climate, outcomes from the Paris Agreement and where we need to get to.

Session A: Raising the Profile of TDM in Transportation Plans
While some communities across the country have embraced the use of TDM strategies to address growing impacts of congestion and air quality, this is most often not the case.  This session will shine a light on several progressive planning efforts that have looked to incorporate a wide range of forward thinking TDM strategies including parking policies, TDM funding, and shared-use mobility services, and share how the case was made for their inclusion and high prioritization.

Session B: Women in TDM
Reach for opportunities and sit at the table or stand by that has come from Sheryl Sandberg's phrase: have a seat at the table! With diverse TDM backgrounds and leadership experiences, this TED talk-like session will leave attendees feeling inspired about the growth in TDM leadership, while identifying challenges overcome. Panelists will discuss strategic approaches to overcome challenges and innovative ways they have helped their organizations succeed in TDM.
