Registration is open! 

For year five of open enrollment (OE5), Montanans will have just 45 days to apply and enroll in a 2018 health insurance plan. Uncertainty about the future of the ACA and access to affordable insurance options also remains strong in the minds of individuals and communities across the state. Despite these challenges, assisters have helped enroll more than 80,000 Montanans in expanded Medicaid, more than 50,000 in Marketplace coverage and our communities continue to want access to the care and services they need at a price they can afford. For OE5, the job of the enrollment assister and outreach/enrollment stakeholders is more challenging, but more important than ever. 

What is the Summit? 

The Summit is a hands-on training opportunity for Montana's outreach and enrollment stakeholder community. Cover Montana is a diverse network of organizations committed to helping their communities understand and sign up for new affordable insurance options. Cover Montana is dedicated to growing and strengthening outreach and enrollment efforts throughout Montana and is a project of the Montana Primary Care Association. 

The 2017 Outreach & Enrollment Summit is designed specifically to give enrollment assisters, partners, and stakeholders the info, tools, training, and support for success in OE5. The Summit is also an opportunity for the outreach and enrollment stakeholder community to think about building sustainability in our future.

Who should attend?

  • Stakeholders who are interested in connecting Montanans to new affordable health insurance options. 
  • Those who want to network with enrollment assisters and stakeholders from across Montana. 
  • People who want outstanding questions answered, to dig deeper into enrollment challenges, to learn best practices for doing outreach and enrollment in Indian Country, to help people transition to Medicare, and learn much more! 

What is the cost to attend? 
 

There is no cost to attend the Summit. In an effort to make the Summit accessible by all stakeholders, the Montana Primary Care Association also has travel assistance available to help cover travel and/or lodging. 2017 Summit Agenda 

Tuesday, October 10th
Pre-Session: Dinner Roundtable for Tribal Enrollment Assisters6pm – 8pm
Helena Indian Alliance, Boardroom
This pre-session is designed for enrollment assisters who are working at Indian Health Service, Tribal Health, or Urban Indian Health Centers. The roundtable is an opportunity for connecting, sharing best practices, and highlighting challenges in doing outreach and enrollment work in Tribal communities. 

Wednesday, October 11th

Pre-Session Morning Breakouts, 9am – 11am

These facilitated discussions are designed for assisters to connect with their peers, raise questions and challenges, and highlight successes from the field.

  • Beginners –This is a space for new enrollment assisters to dig into the topics that are not fully covered in the assister training or “everything you wanted to ask, but thought you should already know.”
  • Advanced – This is a space for seasoned assisters to take a deep dive into the successes and challenges of the O&E and troubleshoot problems with other veterans of the work.

Keynote: The State of ACA & Changes for OE5 
Elizabeth Hagan, Families USA
With many aspects of the enrollment world in flux, Liz will help make sense of the state of the ACA and what that means for OE5 and beyond.

 Breakout Sessions:

  • Making the Most of Hospital Financial Assistance - Insured, under-insured, or uninsured patients often find themselves with less-than-great health coverage, but land in the hospital. This session will talk about hospital financial assistance programs as another tool to ensure access to care and protect patients from financial ruin. 
  • How to use Patient Advisory Councils to do better work – The best way to find out what your patients/clients think about your service is to just ask. In this session, you’ll learn about Partnership Health Center’s use of patient advisory councils to gather patient feedback. 
  • Enrollment doesn’t stop at insurance - Enrollment assisters are helping folks who need coverage, but they also often need other services like food, housing, transportation, etc. Learn about one model where enrollment assisters not only provide multiple enabling services, but they are also integrated into the clinic care team. 
  • In-reach – Getting new patients into the clinic to enroll is great, but a strong in-reach program to your current patient/client pool is essential to an efficient and effective program. In this session, we go through tactics to maximize your reach within your current patient base.  

Breakout Sessions:

  • Making Sense/Cents of 2018 Plans - In this session we'll take a deep dive into the plans offered on the Montana Marketplace for 2018. 
     
  • Tribal Premium Sponsorship - This session is designed for those who work in Tribal Premium Sponsorship programs and are looking to ask questions, troubleshoot, and learn from other programs in Montana.

Keynote: Tribal Outreach - Kristen Bitsuie, National Indian Health Board

Getting Smarter about the Transition to Medicare – Dennis DelPizzo, Region VIII CMS - Montana has one of the oldest populations and with this comes a lot of Medicare questions for enrollment assisters. Learn more about the nitty gritty of transitioning to Medicare, potential trouble spots, best practices, and tips and tricks when things go sideways. This session is designed for all assisters, including those who are SHIP certified!  

Marketplace Change for OE5 – Dennis DelPizzo & Angela Atha, Region VIII CMS – OE5 brings changes to the Marketplace that assisters need to know including Batch Auto-Reenrollment (BAR) and binder payments.
