2015 NC Existing Building Code

Program Summary:

An overview of the new 2015 NC Existing Building Code (NCEBC) which will review the history, development and scope of the 2015 NCEBC. 

Learning Objectives:

  • Participants will be able to understand the basic knowledge dealing with the history, organization and scope of work in the 2015 NCEBC.
  •  Participants will be able to have a general overview of each chapter of the 2015 NCEBC. 
  •  Participants will be able to understand the differences between the work types of Repairs, Alterations Level I (Renovations), Alterations Level II (Alterations) and Alterations Level III (Reconstruction) as described in Chapters 6-9 of the 2015 NCEBC.
  •  Participants will be able to determine what category of work type would apply to their projects.

About the Speaker:


Leon Skinner
is the Residential Plans Examiner Supervisor for the City of Raleigh and the Continuing Education Coordinator.  Mr. Skinner supervises the Residential Permit Division, which involves evaluating the permitting process, staff, stand alone commercial permits, complaints and assisting the clients to insure that their project goes as smooth as possible.  Mr. Skinner holds a standard level three certificate in all five trades (Building, Plumbing, Mechanical, Electrical and Fire Protection). Mr. Skinner served on the NC Building Code Council’s 2012 Residential Ad-Hoc Committee and currently serves as Chairman of the 2015 NC Existing Building Code Ad-Hoc Committee.
