Head Start Eligibility and Grants Management Issues Training


May 12, 9-5:  Grants Management:

It is essential that Head Start programs understand the fundamental requirements of their federal grant award. This full-day session will address the core elements of grants administration, updates to the new grant rules under the Supercircular and other “hot topics” in Head Start grants.

This may include:

  • Matching share under the new grant rules
  • Indirect Cost Rates, what are they and do you want one?
  • Direct Allocation Strategies

May 13, 8:30-12  Eligibility Session

On February 10, 2015, the Office of Head Start released the final rule on Head Start Eligibility, which provides instruction on how to determine whether children and families are eligible for Head Start services. In addition, it describes the types of documents Head Start organizations may accept from families to prove eligibility, and the length of time which programs should maintain those documents. The goal of these new requirements is to strengthen program integrity and prevent fraud and mismanagement. This half-day session will review the newly released rule, discuss strategies on how staff can implement and comply with the new rules, and provide a crosswalk between the new rule and previous eligibility rules.

FTLF is the leader in Head Start training from a legal perspective. FTLF has trained hundreds of Head Start programs through the years, is a primary training partner for NHSA, and leads trainings across the country for Head Start groups of all sizes. Along with other FTLF attorneys, Ted Waters has advised and counseled numerous programs on the day-to-day regulatory and operational issues that arise in managing their federal grants and running their Head Start programs. In addition, Ted has litigated numerous Head Start cases involving appeals of cost disallowances, program terminations, and related issues.

Length of the Training:

9 a.m. to 12 p.m. and 1:30 p.m. to 5 p.m. PT on Tuesday, May 12, 2015.

9:00 a.m. to 1:30 p.m. PT on Wednesday, May 13, 2015.

You will be on your own for meals. Light snacks and beverages will be provided on breaks during the training.

Target Audience:

Specifically targeted at eligiblity manageners, Head Start directors, CFOs, senior management, other fiscal, and Board members, but all are welcome.

Cost:

Both days: $325 for Washington State Training Consortium members, $375 for non-members

5/12 one day only:  (Grants Management) - WSA Member $225, one day fee - non-member $250

5/13 one day only: (Eligibility) - WSA Member $125, one day fee non-member $150.
