Timothy R. Sample

Mr. Sample will be s Tim Sample peaking on the  topic:

"National Security in the Age of Cyber"

Mr. Sample has been with Battelle since June 2009, utilizing his over 35 years’ experience within the intelligence field to manage Battelle’s relationship and its programs with the U.S. Intelligence Community. As a member of Battelle’s National Security leadership team, he is also responsible for assisting the National Security President and Battelle CEO in raising the level of Battelle’s engagement and notoriety within the Federal government and within the national security community.

 Prior to coming to Battelle, Tim served as the President of the Intelligence and National Security Alliance (INSA), a non-profit public policy and advocacy forum for intelligence and national security. Tim joined INSA after a position at General Dynamics Advanced Information Systems as the Vice President for Strategic Intelligence Strategies and Programs. Prior to General Dynamics, Tim had 25 years of government intelligence and policy experience as both a supplier and user of intelligence. He served on the House Permanent Select Committee on Intelligence (HPSCI) for nine years, achieving the title of Staff Director from June 2000 to May 2003. Tim’s experiences prior to Congress have included service as both an intelligence and imagery analyst in the Central Intelligence Agency. He has held senior government positions including Deputy U.S. Negotiator for the Strategic Arms Reduction Talks (START I) when it was signed in 1991, and the Executive Director of the Director of Central Intelligence’s Nonproliferation Center. His military background includes service in intelligence units within the U.S. Air Force. Beyond his employment with Battelle and General Dynamics, he has additional business experience, having worked on information processing and telecommunications technologies at GTE Government Systems and as the co-founder and first President of the Potomac Institute for Policy Studies.

Recently, Tim has lead a Battelle project on creating a national doctrine for the cyber era, culminating in the publication of #CyberDoc: No Borders – No Boundaries; a National Doctrine for the Cyber Era, that was published in November 2012 by the Potomac Institute Press. Along with leading the effort, Tim co-edited the book and authored several portions. He has contributed to two books published by the Georgetown University Press on intelligence and national security policy and was a key contributor to a PBS Nova program on the intelligence community’s performance related to the September 11, 2001 terrorist attacks on the United States. He has appeared on numerous public and government panels and working groups related to intelligence activities, structure, processes, and intelligence and national security policy.
