EmPowerment Center Donation Form 

The Empowerment Center houses a state-licensed treatment program, permanent housing for people with special needs as well as provides a beautifully revitalized facility for career training, life skills training, technology training, and a focus on environmental issues right in the heart of the same neighborhood where BCD was created.

“The EmPowerment Center serves as a beacon of hope rooted in the heart of the 12 Street Corridor,” said Deborah Bell, Director of Programs.  “Our center provides a facility for career training, life skills training, and housing.”  

There are 24 treatment beds for individuals enrolled in the Hoover Treatment Center. There are also 30 single occupancy resident rooms on site for individuals living in our EmPowerment Village.

The EmPowerment Center also has a dining hall which holds up to 102 occupants. This area is also available to the community, with prior scheduling, for programs and events. 

Since 1981, BCD has serve underprivileged and the disadvantaged of Little Rock’s 12th Street Corridor. Originally founded as Black Community Developers Inc., as an outreach program of Theressa Hoover United Methodist Church.  In 2010, the organization changed its name to Better Community Development Inc. to reflect the inclusive nature of BCD’s programs.
