WTO Director-General Roberto Azevedo set out two priorities in his remarks last Friday, Marh 14, to the WTO General Council: 1) implementing the Bali package and 2) completing, by the end of this year, a work plan for finishing the Doha Round.  We assume there was an unstated third objectives as well, namely, re-establishing the centrality of the WTO in a global trading systemt that is increasingly characterized by non-WTO regional and bilateral agreements.
