David Whitmore - P. Eng., FCSCE, FACI, FICRI, NACE Certified Cathodic Protection Specialist has over 30 years experience repairing corroded reinforced concrete structures. David is President and Chief Innovation Officer for Vector Corrosion Technologies Ltd. and is past chairman of ACI (American Concrete Institute) E706: Repair Education.

Bill Horne – PE, with a BS and MS in Civil Engineering from Clarkson University has over 25 years of experience in being a pioneer in the development of proprietary non-destructive testing equipment and the integrity of all types of infrastructure. Bill is President for NDT Corporation. Bill is considered a national expert on FHWA compliance metrics for over water scour critical bridge evaluations and has been asked to present best practices at national engineering conferences.
