ABOUT THE KEYNOTE SPEAKER, MODERATOR & PANEL

Justice Luz Elena D. Chapa was elected to serve on the Fourth Court of Appeals effective January 1, 2013, and is currently the youngest sitting Justice in the State of Texas.

Justice Chapa pursued her secondary education in San Antonio at St. Mary's University, where she received both her Bachelor of Arts in English and her Juris Doctor. Between college and law school, she headed to Capitol Hill, where she interned for US Congressman Lloyd Doggett and worked for the late US Congressman Frank Tejeda.

Justice Chapa is a Texas Bar Foundation Fellow and a 2014 Inductee to the San Antonio Women's Hall of Fame. She is an Advocate for One in Five Minds and dedicated to bringing more awareness to the community about children's mental health. She will be the Keynote speaker for this event.

Evan Smith is the Editor in Chief and CEO of The Texas Tribune, a non-profit, non-partisan digital news organization based in Austin. The Tribune's deep coverage of Texas politics and public policy can be found at its website, texastribune.org; in the pages of the New York Times; and in newspapers and on TV and radio stations across the state.

Before co-founding the Tribune, Evan spent nearly 18 years at Texas Monthly, including eight years as Editor and a year as President adn Editor in Chief. On his watch, Texas Monthly twice won the National Magazine Award for General Excellence.

Evan will be the Moderator for the One in Five Minds event.

PANELISTS

Ed Dickey, Vice President, Texas Board of Directors, National Alliance on Mental Illness (NAMI). Ed has served in various leadership capacities for NAMI. He is a NAMI Texas State Trainer for the NAMI Basics Family Education program which teaches young families how to effectively support a child with mental illness. Ed and his wife of 43 years, Jackie, are parents of five children, four of whom live with serious mental illness which emerged in childhood. Ed is a retired Executive Deputy Director of Defense Finance and Account Services.

 

Melissa Rowan, Health Care Policy Director, Texas Council of Community Centers, Austin. Rowan provides strategic direction for the council on national, state and local trends in healthcare delivery. She has led the council’s efforts related to the Texas 1115 Transformation Waiver. Over the past 20 years, Rowan has developed expertise in the publicly funded health care system through her positions at two national health care consulting companies, the Texas Health and Human Services Commission, a local mental health authority and the Texas Legislature. Rowan earned her bachelor’s degree in social work and her master’s degree in social work – administration and planning from The University of Texas at Austin. 

John Theiss, Ph.D., retired from TXDMHMR as the Director of the NorthSTAR project, a regional managed behavioral health project that integrates local, state and federally funded mental health & substance abuse services. He currently consults with behavioral health advocacy, service delivery & governmental organizations to improve efficiency & accountability in public behavioral health. Dr. Theiss has worked for 40 years in human service program design & evaluation, 30 in Texas. Prior to that he worked on national & regional research projects out of Ithaca, New York & as a program administrator in Steuben County, New York. Dr. Theiss is currently Board Chair for Mental Health America of Texas and UT OLLI Quest.

Stacy E. Wilson is Associate General Counsel for the Texas Hospital Association.  She has been licensed as an attorney since 1987 and focuses on health law.  She graduated from the Texas Tech University School of Law in 1987 and began practicing in at Haynes and Boone, L.L.P. in Dallas in the commercial litigation section.  Since then, she has moved into health law as a specialty, working for the Texas Health and Human Services Commission, the Teacher Retirement System of Texas, and most recently for the Travis County Attorney’s Office and Central Health (the Travis County Healthcare District).  Her focus is currently Medicaid, the uninsured, and behavioral health.
