OVERVIEW: Buying or selling parking technology these days can be a complicated, risky business for buyers and sellers alike.  Inaccurate or incomplete specifications can lead to unrealistic expectations and dissatisfaction with the procured technology – an outcome that does equal injustice to both the buyer and the seller.  But so can over-promised benefits from a new or unproven technology.   If you’re a parking system owner - such as a municipality, authority, university or medical center - how can you rest assured that your purchasing documents most effectively communicate requirements so providers know what it is exactly you are seeking?  And if you’re selling technology, how do you ensure your response is on-target and geared to the client’s real needs?  This presentation will cover the good, the bad and the ugly of technology procurements.

We all hear and see the buzzwords: automated, self-driving, driverless, connected vehicles.   But what exactly does it all mean? Will Uber take over the world in 2020? Will parking facilities become less necessary due to the changing landscape?  Who pays for a shared vehicle to park, and how?  And how does this new technology now being packaged into our vehicles impact the parking industry and your current and future operations?

9:45 AM - 10:30 AM ParkDC:  Penn Quarter/Chinatown Pilot Program

OVERVIEW: The ParkDC Penn Quarter/Chinatown pilot launched in Washington, D.C. seeks to develop reliable occupancy data using information from all parts of the parking ecosystem (such as networked meters, enforcement, and pay-by-cell transactions). Combined with a sampling of occupancy data collected through limited sensor deployment, mobile cameras, and fixed cameras, D.C. aims to develop a sustainable solution based on an optimal mix of assets and coverage. The cost, customer satisfaction, revenue, and operational implications of “asset-lite” solutions are discussed. This paper will enable jurisdictions to develop cost-efficient models for occupancy detection so they can strategically position themselves to implement real-time availability information and performance-based pricing.

10:45 AM – 11:30 AM Policy vs. Policy – The “Ying and Yang” of Municipal Parking Ordinances, Codes, and Administrative Directives

OVERVIEW: With experience as a parking consultant and municipal parking system manager I’ve discovered that municipal parking ordinances, codes, and administrative policies intended to balance on-street and off-street supply, demand, and market forces can over compensate and offset that balance, thus requiring the creation and enforcement of additional correcting codes and ordinances.   The presentation covers the nature of codes/ordinances, off-street requirements for new developments, residential parking permit programs, hours of on-street parking management/operation, parking regulatory signage, the Manual for Uniform Traffic Control Devices (MUTCD), and how those and other tools that municipalities use to support TDM and related parking strategies often have unforeseen and negative consequences.
