Effective fiscal management remains vital to the success of any Head Start or Early Head Start agency. Recent fiscal integrity issues along with changes such as implementation of the new Aligned Monitoring System 2.0 (which takes a different approach to fiscal monitoring) for 2018, the revised Program Performance Standards, and updates to the Uniform Grants Guidance, highlight the importance of fiscal management for Head Start and Early Head Start programs. Now is the time for programs to renew their commitment to fiscal integrity. By attending the Fourth Annual Head Start Fiscal Integrity Institute in New Orleans on March 1 and 2, 2018, you will not only learn how to effectively implement fiscal management requirements for Head Start and Early Head Start but also stay up-to-date on current developments affecting Head Start fiscal management, including the impact of the new Aligned Monitoring System 2.0.

This annual training features a revised and updated curriculum for 2018 with an emphasis on hot topics and common problem areas to help programs stay ahead of the curve and in compliance with fiscal integrity standards and best practices. When you attend the special two-day Fiscal Integrity Institute, you will help your Head Start or Early Head Start agency implement and maintain sound fiscal management policies that will enhance the program while also preventing costly deficiencies and disallowances. During the Institute in New Orleans, you will learn about Head Start and Early Head Start fiscal integrity issues in detail, including:

  • Identifying and avoiding common fiscal management problem areas;
  • Navigating fiscal integrity monitoring under the new Aligned Monitoring System 2.0;
  • Implementing fiscal management requirements under the revised Head Start Program Performance Standards and HHS Part 75 (the Uniform Grants Guidance);
  • Maintaining an adequate fiscal management system;
  • Developing a compliant recordkeeping system to support effective fiscal management;
  • Identifying and minimizing fraud, waste, and abuse;
  • Understanding and following rules for direct and indirect costs;
  • Complying with Head Start program income rules and fundraising guidance;
  • Meeting Head Start match requirements (including requirements related to in-kind contributions);
  • Understanding recent fiscal management guidance;
  • Documenting time and effort properly and related personnel cost issues;
  • Ensuring compliance with Head Start procurement standards and avoiding questions costs;
  • Implementing effective and sound internal controls;
  • Preparing for success under the Single Audit Act (Subpart F) and responding to issues; and,
  • Understanding and addressing the consequences of noncompliance with fiscal management requirements.

The Institute will discuss these topics and more to provide you with the critical information about Head Start and Early Head Start fiscal integrity requirements needed to ensure that your program has a sound fiscal management system and avoids problems. There will also be extensive opportunities throughout both days for you to get answers to your questions about Head Start and Early Head Start fiscal management.

OUTCOMES AND OBJECTIVES

By participating in this two-day Institute, you will gain the knowledge needed to help your Head Start or Early Head Start program enhance its fiscal management and remain in compliance with fiscal integrity requirements.  After attending you will be able to:

  • Identify at least three common fiscal integrity problem areas for Head Start or Early Head Start and describe how programs can avoid these issues;
  • Distinguish between the fiscal integrity monitoring approach of the new Aligned Monitoring System 2.0 and the approach of the previous monitoring system;
  • Describe the revised Head Start Program Performance Standards and how these standards affect fiscal management;
  • Identify the major fiscal management requirements of HHS Part 75 and how these requirements apply to Head Start and Early Head Start;
  • List the requirements for acceptable match or non-Federal share;
  • Identify the rules for program income, fundraising, and unrestricted funds;
  • Describe current internal control requirements for Head Start and Early Head Start;
  • Identify the major components of an acceptable procurement process;
  • List the requirements for documentation of personnel costs for Head Start and Early Head Start agencies; and,
  • Describe the audit process for Head Start and Head Start programs under the Single Audit Act (Subpart F standards).

REGISTRATION AND PRICING

Space at this Institute is limited.  Early Bird registration for the Head Start Fiscal Integrity Institute is just $399 per person through February 7, 2018.  Regular registration starting February 8, 2018, is just $459 per person. Cancellations before January 19, 2017, are subject to a $25 administrative fee, and all cancellations on or after January 19, 2018 (but before February 7, 2018), are subject to a $125 administrative fee.  Refunds will not be issued for cancellations on or after February 7, 2018.  In lieu of cancellation, registrants may substitute another participant from his or her organization at no charge.  Please note that the conference registration fee does not include lodging or transportation; conference participants are responsible for making their own hotel and transportation reservations. However, a special room rate has been negotiated for the conference hotel. 

Given the limited number of spaces available, at the door registration will not be available for this Institute.  You must register in advance.

ABOUT THE SPEAKER

R. Brian Tipton is a practicing attorney with more than a decade's experience working with nonprofits and grant-funded organizations across the United States.  Currently, Brian is Managing Director with The Private Client Law Group, P.C., in Atlanta, where he heads the firm's charitable solutions and grant-funded organizations practice.  He is a summa cum laude graduate of the Louisiana State University and the Cumberland School of Law of Samford University.  Brian regularly represents Head Start and Early Head Start programs (as well as other grant-funded entities) in the areas of regulatory compliance, audits, funding source disputes, administrative appeals, and litigation.  Brian also consults with organizations on governance, human resources, programmatic, and corporate matters, and develops and presents training programs for nonprofits.
