However, the challenges involved in maintaining a successful program continue to increase as Head Start continues to change. The last year has brought a new management and governance framework, new Head Start Program Performance Standards, a new monitoring protocol, and new initiatives. As Head Start requirements and best practices evolve, effective governance and management are more important than ever.

By attending this unique two-day Governance and Management Institute, you will ensure that you and your agency are up-to-date on governance and management requirements, the new Performance Standards, monitoring changes and current focus areas, and the latest best practices. With an updated curriculum for 2017, the Governance and Management Institute will teach you the steps to achieving good program governance as well as how to implement sound management systems while following best practices consistent with the revised Program Performance Standards. The Institute will provide you with the knowledge needed to continue your agency's success in today's challenging environment for Head Start and Early Head Start.

This special conference in Las Vegas is dedicated to helping you enhance performance of your Head Start or Early Head Start agency's governance and management systems to maintain a high-quality program. Over the course of two days at the Institute, you will learn about Head Start and Early Head Start governance and management issues in detail, including:

  • Major rules of the revised Head Start Program Performance Standards;
  • Requirements of the revised Head Start and Early Head Start management systems framework;
  • Roles and responsibilities of the Governing Body and Policy Council under the Head Start Act and revised Head Start Program Performance Standards;
  • Management responsibilities under the revised Performance Standards and Head Start Act;
  • Achieving a good working relationship between management and governance in Head Start and Early Head Start agencies;
  • Oversight and program planning obligations and relationship to service delivery;
  • Effective communications systems;
  • Recordkeeping, reporting, and the role of data in Head Start management;
  • Human resources issues (including management staff qualifications);
  • Best practices in Head Start and Early Head Start governance and management;
  • Fiscal management under the new Head Start Program Performance Standards;
  • Application of Part 75 to Head Start and Early Head Start programs;
  • Revised Head Start and Early Head Start monitoring system;
  • Implementing effective internal controls;
  • Common Head Start and Early Head Start governance and management issues (and how to avoid them); and,
  • Answers to frequently asked governance and management questions.

The Institute will discuss these topics and more to provide you with the critical information about Head Start and Early Head Start governance and management requirements and best practices needed to ensure that your program remains in compliance and avoids problems. There will also be extensive opportunities for you to get answers to your individual questions about Head Start and Early Head Start governance and management throughout both days.

OUTCOMES AND OBJECTIVES

By participating in this two-day Institute, you will gain the knowledge needed to help your Head Start or Early Head Start program enhance its governance and program management.  After attending, you will be able to:

  • List the primary roles and responsibilities of Governing Body members;
  • List the primary roles and responsibilities of Policy Council Members;
  • Identify the key governance and management requirements under the Head Start Act and the revised Performance Standards;
  • Distinguish the differences between governance and management roles;
  • List the components of the revised Head Start management systems;
  • Explain the relationships among management, planning, and oversight, for Head Start and Early Head Start agencies;
  • Identify the requirements of Part 75 that apply to Head Start and Early Head Start agencies; and,
  • Explain the monitoring process and list the key monitoring findings for Head Start and Early Head Start agencies.

REGISTRATION AND PRICING

Space at this Institute is limited.  Early Bird registration for the Head Start Governance and Management Institute is just $399 per person through October 4, 2017.  Regular registration starting October 5, 2017, is just $449 per person. Cancellations before September 25, 2017, are subject to a $25 administrative fee, and all cancellations on or after September 25, 2017 (but before October 4, 2017), are subject to a $125 administrative fee.  Refunds will not be issued for cancellations on or after October 4, 2017.  In lieu of cancellation, registrants may substitute another participant from his or her organization at no charge.  Please note that the conference registration fee does not include lodging or transportation; conference participants are responsible for making their own hotel and transportation reservations. However, a special room rate has been negotiated for the conference hotel. 

Given the limited number of spaces available, at the door registration will not be available for this Institute.  You must register in advance.

The Institute will take place at The Tropicana, a Doubletree by Hilton, which is located on the world-famous Las Vegas Strip. ABOUT THE SPEAKERS

Jean Block is a nationally recognized consultant and trainer on nonprofit management, board development, FUNdraising and social enterprise. She is based in Albuquerque, and has held leadership roles as both board and staff in local, regional and national nonprofits. R. Brian Tipton is a practicing attorney with more than a decade's experience working with nonprofits and grant-funded organizations across the United States.  Currently, Brian is Managing Director with The Private Client Law Group, P.C., in Atlanta, where he heads the firm's charitable solutions and grant-funded organizations practice.  He is a summa cum laude graduate of the Louisiana State University and the Cumberland School of Law of Samford University.  Brian regularly represents Head Start and Early Head Start programs (as well as other grant-funded entities) in the areas of regulatory compliance, audits, funding source disputes, administrative appeals, and litigation.  Brian also consults with organizations on governance, human resources, programmatic, and corporate matters, and develops and presents training programs for nonprofits.
