Overview

The updated Head Start Program Performance Standards contain a mixture of new requirements and revised versions of existing rules.  Every part of the Performance Standards is significant, but some areas have received more attention than others.  This new series of 90-minute webinars focuses on important but less discussed Head Start topics.  During the August entries in the "Head Start Smarts: Back to School Webinar Series," you will learn about cost-sharing and related issues as well as human resources basics.  By participating in the webinars, you will gain up-to-date information about key standards to make sure that your agency starts the new program year in compliance with current Head Start and Early Head Start requirements.

Head Start Smarts: Back to School Webinar Series

The revised Head Start Program Performance Standards issued last year contain many new rules mixed with updated versions of pre-existing requirements.  Determining what has (and has not changed) and what your agency should do can be difficult and frustrating.  The August entries in our new webinar series will explain two important topics for all Head Start and Early Head Start agencies: non-federal share (cost matching) and human resources standards.  By registering for these 90-minute webinars, you will receive the latest information that you can apply to ensure that your agency is in compliance with current Head Start or Early Head Start standards.

MEETING YOUR MATCH: COST-SHARING AND RELATED ISSUES

Meeting match requirements has been a challenge for many Head Start programs for a number of years. Although the revised Head Start Performance Standards contain many changes, they retain the 20% cost-sharing requirement.  This new 90-minute webinar explains for you the match requirement, what does and does not count as match, and common issues faced in trying to meet cost-sharing requirements. The webinar also addresses issues related to fundraising and explains the distinctions between match, fundraising, and program income. By participating, you will learn how you can meet your match and stop worrying about coming up short. Topics that you will explore include:

  • Basic matching (cost-sharing) requirements for Head Start;
  • Common issues encountered with cost-sharing and how to approach them;
  • Rules for determining what qualifies as acceptable match;
  • Unallowable items that have been claimed as match and consequences;
  • Strategies for ensuring that your agency meets matching requirements; and,
  • Special Head Start and Early Head Start rules for fundraising.

The updated Head Start Program Performance Standards make significant changes to human resources requirements in Part 1302 and elsewhere.  These changes affect key components of human resources management from basic staff qualifications and background checks to standards of conduct and required training and staff development.  By participating in this 90-minute webinar, you can make sure that you know the basics of human resource management for Head Start and Early Head Start under the new Performance Standards.  Topics that you will learn about during the human resources webinar include: 

  • Relationship between Human Resources rules and the revised Performance Standards;
  • Required Human Resources policies;
  • Background check requirements for Head Start and Early Head Start staff (including the latest timeline for implementation);
  • Revised qualifications for key management and staff;
  • Enhanced standards of conduct requirements;
  • Training and professional development standards (including coaching); and,
  • Limitations on use of volunteers.

ABOUT THE SPEAKER

R. Brian Tipton, Esq., is a practicing attorney with more than a decade's experience working with nonprofits and grant-funded organizations across the United States.  Currently, he is Managing Director with The Private Client Law Group in Atlanta, where he heads the firm's grant-funded and tax exempt organizations practice.  Brian is a summa cum laude graduate of the Louisiana State University and the Cumberland School of Law of Samford University.  He regularly represents grant-funded entities in the areas of regulatory compliance, audits, funding source disputes, administrative appeals, and litigation.  Brian also consults with organizations on governance, human resources, programmatic, and corporate matters, and develops and presents training programs for nonprofits.
