Learn the Super Circular's Key Requirements and How to Effectively Manage Grants throughout the Grant Life Cycle

 

Grants management challenges and the OMB's Uniform Grants Guidance (better known as the Super Circular) continue to evolve. The Super Circular touches all phases of the grant life cycle.  Therefore, to effectively manage your grants (regardless of whether your organization is a grantee, pass-through entity, or subrecipient), you must understand the Super Circular and how it affects each part of the grant cycle.  This special training will not only explain for you the Super Circular's requirements at each phase but will also go beyond the basics to address common issues and recent legislative, policy, and legal developments.  By attending the conference in Dallas on July 20-21, you will learn how to navigate the Super Circular to better manage your grants, enjoy a healthy grant life cycle, and avoid costly compliance problems.

This two-day training conference will explain the Super Circular's key requirements throughout the grant life cycle, from the pre-award phase to performance to close outs and audits, plus everything in between.  Just some of the topics that you will explore are:

• Major rules that you must follow under the Uniform Grants Guidance (Super Circular);
• Administrative requirements under the Super Circular, including:
  • Fiscal management requirements;
  • Internal control standards;
  • Payment requirements;
  • Property management standards;
  • Revised record retention standards; and,
  • Matching (non-Federal share) requirements;
• Procurement requirements and challenges in implementation;
• Requirements for making and managing subawards;
• Unified cost principles under the Super Circular, including:
  • Direct costs;
  • Indirect costs;
  • De minimis indirect cost rate; and
  • Specific items of cost;
• Time and effort reporting requirements;
• Requirements of the Federal Awardee Performance Integrity and Information System (FAPIIS);
• Funding source remedies and enforcement actions;
• Closing out grants and recent developments affecting the close out process;
• Single Audit Act (Subpart F) audits, reporting, and resolution under the Uniform Guidance; and,
• Common compliance problems and how to avoid them.

The conference will discuss these topics and more to provide you with the information that you need to stay in compliance with grants requirements.  You will also have ample opportunities during both days to ask and get answers to your Super Circular and grants management questions.

OUTCOMES AND OBJECTIVES

By attending, you will learn about the key rules and requirements under the OMB Uniform Grants Guidance throughout the grant life cycle and how to manage your grants to stay in compliance with the Super Circular.  After attending, you will be able to:

• Identify the key areas of emphasis for awarding agencies in implementing the OMB Super Circular and how those affect compliance concerns for grantees and subgrantees;
• List the major administrative requirements under the Super Circular;
• Distinguish between contractor and subrecipient relationships and identify the rules that apply to each type of relationship;
• Identify the most significant challenges faced in implementing the revised procurement standards;
• List the key features of FAPIIS and related risk management efforts under the Super Circular relative to the award and management of grants and subgrants;
• Distinguish the differences between the prior time and effort reporting requirements and the new standards under the OMB Super Circular;
• Identify the unified cost principles and explain the key differences between the current, unified cost principles and the previous cost principles; and,
• Identify changes to Single Audit Act audits and the audit reporting and resolution process.

REGISTRATION

Early birds get the discount! Registration for the "Managing Grants under the OMB Super Circular" training is just $499 per person through July 5, 2017, and just $549 per person after the Early Bird period.  Cancellations before June 30, 2017, are subject to a $25 administrative fee, and all cancellations on or after June 30, 2017 (but before July 5, 2017) are subject to a $125 administrative fee.  Refunds will not be issued for cancellations on or after July 5, 2017.  In lieu of cancellations, registrants may substitute another participant from his or her organization at no charge.  Registration does not include lodging or transportation; you are responsible for making your own hotel and transportation reservations.  Space is extremely limited.

CONFERENCE HOTEL

Our conference hotel will be the Dallas Addison Marriot Quorum, conveniently located by the Dallas Galleria.  Rooms are available for special conference rates starting at the government per diem of $135 per night (plus tax).  The special rates are available for July 19 and 20, and may be offered for additional nights, subject to hotel availability.  Hotel reservations can be made by calling 1-800-228-9290.  Please ask for the special rate for the "Federal Grants Update" group.  The room reservation cut-off date is July 5, 2017 (or until the block is exhausted).  Because of the small number of rooms available, we advise making your reservations as soon as possible.

ABOUT THE SPEAKER

R. Brian Tipton is a practicing attorney with more than fifteen years' experience working with nonprofits, governmental units, and other grant-funded organizations across the United States.  Currently, Brian is Managing Director with The Private Client Law Group, P.C., in Atlanta, where he heads the firm's tax-exempt and grant-funded solutions practice.  He is a summa cum laude graduate of the Louisiana State University and the Cumberland School of Law of Samford University.  Brian regularly represents grant-funded entities of all types in the areas of regulatory compliance, audits, funding source disputes, administrative appeals, and litigation.  Brian also consults with organizations on governance, human resources, programmatic, and corporate matters, and develops and presents training programs for nonprofits and grant-funded organizations.
