Prepare for the New OMB Super Circular

 

The Office of Management and Budget has released the new uniform guidance for administrative requirements, cost principles, and audits for Federal grants, and the various Federal grant awarding agencies currently are working to implement the new guidance by the December deadline.  The guidance, commonly called the “Super Circular” or “Omnicircular,” provides a new framework for managing Federal grants and subgrants. All non-Federal entities (pass-throughs, grantees and subrecipients) need to understand the Super Circular’s framework and will need to make conforming changes to their own policies and procedures to remain in compliance with Federal requirements.  This one-day workshop will explain in detail what the Super Circular means for Federal grantees and subgrantees. The workshop will discuss the major changes to administrative requirements, cost principles, and audit requirements, as well as major deadlines and what grantees and subgrantees need to do in response to these changes.

Over the course of the day, the workshop will explore the new Super Circular (Omnicircular) in detail, including: 

• Changes to the structure of the OMB grants management guidance and the reasons behind the changes;
• Differences between the existing and new administrative standards under the Super Circular (including the new procurement and property management standards and changes to records retention requirements, closeouts and later adjustments, and funding source remedies);
• Revisions to the cost principles (including changes to indirect costs and personnel costs);
• Changes to the audit requirements under the OMB's new Super Circular (Omnicircular);
• The compliance deadlines and other key dates under the Super Circular (Omnicircular): and,
• Answers to frequently asked questions about the Super Circular (Omnicircular).

This workshop will discuss these topics and more to provide attendees with the information needed not only to understand the new OMB Super Circular's requirements but also the information necessary to make changes to their internal policies and procedures to remain in compliance with grant requirements.

OUTCOMES AND OBJECTIVES

Participants in this full-day conference will learn about the requirements under the new OMB Super Circular (also called the Omnicircular).  Conference participants will: 

• Gain a better understanding of the reasons for the reforms and structural changes resulting in the OMB's new uniform guidance;
• Understand the new vocabulary of federal grants under the Super Circular;
• Learn about the key changes in the Super Circular affecting administrative standards;
• Learn about the changes to the cost principles (including both general requirements and specific items of cost);
• Learn about changes to audits under the new Super Circular;
• Know which changes may be good and which changes may be bad for Federal grant recipients and subrecipients;
• Understand the key dates and deadlines for implementing the Super Circular's requirements; and,
• Learn the answers to frequently asked questions about the Super Circular (Omnicircular) and its implementation.

Emerging and seasoned administrators and professionals of varying specialties within the grant-funded community will benefit from this unique learning experience: Board members and officers, Chief Execuitve Officers, Chief Operating Officers, Chief Administrative Officers, Executive Directors, Program Directors, Fiscal Officers and fiscal staff, Grants Managers, Procurement Specialists, Policy Council members, and any other key staff members in positions of responsibility and accountability for Federal grants or Federal grant-funded programs.

REGISTRATION

Registration for the OMB Super Circular Fundamentals conference is just $249 per person.  Registration does not include lodging or transportation; you are responsible for making your own hotel and transportation reservations.  Space is extremely limited, and registrations will be processed on a first-come-first-served basis.

At the door registration will not be available for this conference.  You must register in advance.  Please bring your event "ticket" or registration confirmation with you to speed your on-site check-in on the morning of November 10, 2014.  Check-in will begin at 8:00 A.M.  The morning session will start promptly at 8:30 A.M.

CONFERENCE LOCATION

The conference will be held at the Georgia Start Bar Conference Center, which is conveniently located on the third floor of the Georgia Bar Center at 104 Marietta Street, NW, in downtown Atlanta.  The conference will be held in Conference Room 5.  Because room temperatures are centrally controlled, attendees are advised to bring a removable jacket or sweater.  Lunch is included and will be served onsite. Parking will be available in the Georgia Bar Center parking deck, which is connected to the Conference Center.

ABOUT THE SPEAKER

R. Brian Tipton is a practicing attorney with more than a decade's experience working with nonprofits and grant-funded organizations across the United States.  Currently, Brian is Managing Director with The Private Client Law Group, P.C., in Atlanta, where he heads the firm's charitable solutions practice.  He is a summa cum laude graduate of the Louisiana State University and the Cumberland School of Law of Samford University.  Brian regularly represents grant-funded entities (including Community Action Agencies and Head Start programs) in the areas of regulatory compliance, audits, funding source disputes, administrative appeals, and litigation.  Brian also consults with organizations on governance, human resources, programmatic, and corporate matters, and develops and presents training programs for nonprofits.
