Economic Development - Inspiring Private Economic Activity Through the Section 108 Program w/ Guest Speaker Jennifer Fults, City of Indianapolis

The Community Enhancement and Economic Development Loan Program (CEED) is the State of Indiana’s loan program under the Section 108 Loan Guarantee Program (24 CFR 570, subpart M),. CEED provides communities with a source of loan financing for economic development, housing rehabilitation, public facilities, and other large-scale projects. These federally guaranteed loans allow local governments to pursue physical and economic revitalization projects that can renew entire communities. Such public investment is often needed to inspire private economic activity, providing the initial resources or simply the confidence that private firms and individuals may need to invest in distressed areas.  Hear from Jennifer Fults with the City of Indianapolis about this program.  

Jennifer Fults is the Administrator of the Division of Community Investments for the City of Indianapolis.  In this role, Jennifer provides oversight and management of federal and local community development resources, including Community Development Block Grant, HOME Investment Partnerships Program, Emergency Solutions Grant, Housing Opportunities for Persons with AIDS, Continuum of Care and local Housing Trust Funds.

Jennifer has more than 24 years of experience in the community development field.  She has a great deal of expertise in managing housing and community development grants from the United States Department of Housing and Urban Development.  She has a strong knowledge and understanding of regulatory requirements and expectations.  Jennifer participated on a number of housing and community development efforts, such as:  Homeownership Zone-Fall Creek Place, Meadows Grocery/Retail development, Neighborhood Stabilization Program, and the redevelopment of the St. Clair Place neighborhood. In addition, Jennifer has participated in the planning side of community development through the creation of housing needs assessments, gaps analyses, and strategic plans.
