" Crises, emergencies, and disasters create the greatest possible stresses on organizations, processes, and personnel. The true level of quality programs' effectiveness (and, leadership quality) is often very evident when chaos rules the day.
Lives are lost and economies are shattered when poor quality drives operations during what the United Nations calls "HA/DR : Humanitarian Assistance / Disaster Relief".
Pat Lanthier will share his personal insights from decades of global HA/DR efforts and solicit your input and ideas, as we planto move from "Chaos to Synergy...with Quality Leadership". (note emphasis on LEADERSHIP, not management")

Speakers Biography:

 Mr. Patrick Lanthier is a leading international HADR (Humanitarian Assistance/Disaster Relief) advisor; focused on Leadership, Planning, and Strategy for the Re-imagined “Comms First” Resilience Model. He is the Lead Program Advisor (8yrs) to the US Pacific Command’s HADR MCIP (Multinational Communications Interoperability Program), with 24 countries, UN, NGO, Industry, and Academia.

He is Founder/Principal of RIVERA/LANTHIER and Associates, advisor to Carnegie Mellon University-Silicon Valley DMI , Co-founder/Chair of the International Emergency Communications & Disaster Management Workshop at the Pacific Telecommunications Council (PTC) (8yrs), Member of The United Nations Working Group on Emergency Telecommunications (WGET), and Advisor to the U.S. Marine Corps Experimental Center. He has innovated with dozens of agencies and corporations: DHS, DOD, DOE, DOJ, DOT, State Dept., AT&T, Bell Labs, MITRE, SRI, SAIC, CISCO, etc. 

He was Co-Founder & President of Wireless Networks, Inc (WNI), a patented wireless mesh secure transaction network, served on national AT&T/Bell Labs & Pacific Bell/Telesis cellular leadership teams, and led UN & USAI development teams for Price Waterhouse in Africa. Pat has been in 70+ countries, advised the U.N., E.U., ITU, U.S. Congress, FCC, NTIA, Legislatures & Commissions, the National Governor’s Association, Economic Strategy Panels, Emerging Technology Funds, and corporations. He was on the U.S. National Security & Emergency Preparedness Team (NSEP), Chaired the California Network Reliability Team; was the 10-year Public Policy & Technology Director at Pacific Bell, elected 5 times as National Chairman of the U.S. Telephone Association’s Technology Group, and served on the U.S. National Academies Cyber Policy team (Rights & Responsibilities in Networked Communities). Pat also co-led the design of the Extensible Emergency Operations Center (E2OC) for the U.S. Dept. of Homeland Security and the California Governor’s Office of Emergency Services.

Pat is a global university lecturer/author and founding member of IAS (Incident Aide System). He attended the Wharton School, Seton Hall, Golden Gate, San Francisco State, and Cal Polytechnic Universities. He is a sailor, competitive alpine ski racer.

Douglas has many years of experience as a consultant, manager, and engineer in the computer and software industries . In addition to teaching, he provides organizational assessments, strategic quality planning, and test planning services. His recent technical work has focused on equivalence class analysis, test oracles, and advanced test automation architectures. He is a regular speaker at conferences worldwide, holds credentials for teaching Computer Science at the college level, and has taught management, technical, and quality assurance related university classes for several Universities on both coasts. He has been very active in the Section's activities; teaching classes, leading the Software TAG (SSQA), and he holds the distinction of being ASQ's SV Section Chair twice. He is also a founder, Lead instructor, and Past President of the Association for Software Testing (AST), an international professional society.
