About Our Speakers

Sean Leonard, President & CEO, S.L. Leonard & Associates

With more than 30 years of experience in the Southern California real estate development and construction industry, Sean L. Leonard began his career as a concrete subcontractor and progressed to general contracting and development management. His most notable project is Walt Disney Concert Hall, one of two projects Mr. Leonard managed that was awarded the prestigious AIA Presidential Honoree for Building Team of the Year. After the successful completion of Disney Hall in 2003, Sean formed S.L. Leonard & Associates, a certified MBE firm specializing in project & construction management that represents institutions, developers, nonprofits and public agencies with their real estate needs. S.L. Leonard & Associates has assisted its clients in managing the construction or renovation of over 5,500 units of affordable housing, much of it senior housing.


Sean holds a Bachelors’ degree in Civil Engineering from UCLA and an MBA from USC and serves on the boards of A Community of Friends, the Ventura County Community Foundation and Casa Pacifica Centers for Children & Families.

 

Laura Archuleta, President and CEO, Jamboree Housing

Since 1999, Laura Archuleta has guided Jamboree Housing Corporation from a small, Irvine, CA-based nonprofit affordable housing developer with 750 units into one of the nation’s largest non-profit owners having developed over 9,500 homes in more than 96 communities. Under Archuleta’s leadership, Jamboree established Housing with Heart, to deliver impactful residents services, acquired HOMES, Inc., a leading nonprofit provider of housing and support for people living with mental illness and launched Jamboree’s construction group, Quality Development and Construction, Inc.

Archuleta currently is on the Affordable Housing Advisory Council of the Federal Home Loan Bank of San Francisco, is a member of the boards of the California Housing Consortium, and the Building Industry Association (BIA) of California and a member of the United Way Orange County Leadership Council,  She earned a bachelor’s degree in criminal justice and a master’s degree in public administration from California State University, Fullerton.

 

Rochelle Mills, President and CEO, Innovative Housing Opportunities

As President and CEO, Rochelle Mills is responsible for guiding IHO’s vision and implementing its mission to create thriving, economically vibrant communities anchored by high-quality housing. During her tenure with IHO, she has helped the portfolio grow 350%. Rochelle is hands on across the organization and oversees housing development, new program initiatives, business development and stakeholder relations, and legislative, advocacy and policy interests. Rochelle brings a diverse background in architecture, design, construction administration, community planning, writing, and cultural tourism. She is immediate past President of the Southern California Association of NonProfit Housing (SCANPH), and serves on several public and nonprofit boards, services committees, and leader groups including The Kennedy Commission, CA Association of Local Housing Finance Agencies (CAL-ALHFA), Lanterman Housing Alliance, and Arts for Los Angeles.

 

Liane Takano, Director, Southern California Operations, Related California Affordable

As Director of Southern California Operations for Related California, Ms. Takano leads Related’s affordable residential development throughout Southern California.  She is currently overseeing a pipeline of 1,000 affordable family, senior and permanent supportive housing units and her responsibilities encompass all aspects of the development process, including acquisition, entitlements, finance, design, construction, leasing, and marketing. She directs project development teams and is responsible for the daily operating efficiency of these pipeline developments.

Since joining Related in 2005, she has successfully managed the completion of 22 family and senior tax credit-financed developments and been directly responsible for the development of more than 2,100 affordable family, senior and permanent supportive housing units, including the Gold Nugget-awarded developments located in Irvine: Solaira at Pavilion Park, Luminaira, Espaira and Luxaira at Parasol Park.

Ms. Takano holds a bachelor's degree in Business Administration, with an emphasis in Real Estate Finance, and a minor in Web Technologies and Applications from the University of Southern California. In 2006, she served as the Nisei Week Queen in Los Angeles’ Little Tokyo, representing the Japanese American community at numerous international and national events.
