Margarita Channel – Design of a complex urban flood control project in Puerto Rico
The Margarita is a natural, vegetated stream within a developed area on the outskirts of San Juan. In this 3,000-foot reach, with less capacity than needed to convey a 2-year storm, there is frequent flooding of homes and businesses on the right bank. The design is for a rectangular concrete channel to convey the flow at super-critical velocity into a tidewater stilling basin. The challenge is how to construct: With businesses and homes on the right, freeways on the left, there is nowhere to divert the flow outside the current banks during construction. The soils are too weak to support equipment. The reach is strewn with high voltage electric power lines that need to be moved without interruption of service. The stream passes beneath a freeway, complicating sheet pile driving. And the downstream invert is 10 feet below normal sea level. In this presentation we will talk about how the design addresses these conditions.
