There have been significant changes to the world of workforce education over the past year with the passage of Perkins V and recent administration efforts to expand apprenticeship programs. Perkins V brings new requirements for States, districts, and colleges as implementation begins, including a local needs assessment, plus grantees must still ensure they are following the grants management rules set out in EDGAR.
Members of Congress are working on a potential reauthorization of the Higher Education Act (HEA), which could bring major changes to institutional accountability and student financial aid programs. In addition, Congress is grappling with negotiating fiscal year 2020 funding levels, raising budget caps to avert sequestration, and increasing the national debt ceiling – all in order to avoid a government shutdown on October 1st.
Michael Brustein, a recognized national authority, and Kelly Christiansen will tie all of these pieces together to explain the strategies necessary to ensure that costs are allowable under EDGAR and various program statutes (Perkins V, HEA, Workforce Innovation and Opportunity Act, and the Adult Education and Family Literacy Act). They will also discuss the key changes made in the Perkins V law and certain pitfalls eligible recipients may encounter as they navigate the new allowable costs under the law. Finally, this session will review key legislative updates from the 116th Congress, including fiscal year 2020 funding issues, and recent administration action on workforce and higher education issues.
