All federal education grant funds received by local districts (LEAs) and Charters through the Arizona Department of Education, including State-Administered programs under ESSA, IDEA, AEFLA, Perkins, and School Nutrition, are subject to the Uniform Grant Guidance (UGG) and the Education Department General Administrative Regulations (EDGAR). New to navigating these rules? Interested in receiving the latest updates on federal financial, regulatory and legislative developments?

The Arizona Department of Education has asked Michael Brustein and Bonnie Graham of the Washington D.C. law firm, Brustein & Manasevit, PLLC, to lead a workshop that will highlight requirements under the UGG and EDGAR, as well as recent U.S. Education Department interpretations and policies. These regulations impact time and effort certifications, indirect cost reimbursement, timely obligation of funds and carryover, financial management rules, program income, record retention, property/equipment/supplies inventory controls, procurement, monitoring, conflicts, travel policies, and allowable costs. All recipients of federal grant dollars must comply with these rules to avoid audit exposure and to be eligible for available flexibility, such as schoolwide consolidation.

 The workshop will be conducted on August 1st at a downtown Phoenix hotel. Each attendee will be provided a copy of EDGAR, recently updated with new federal guidance. The workshop will start at 10:00 am until noon, resume at 1:30 pm, and conclude at 3:30 pm. There is a wide assortment of restaurants in the area. The fee for the workshop is $185 and the cost is allocable to the federal grants your district or charter receives.
