Western States Workshop on New EDGAR and Federal Grants Management

On December 26, 2014, the U.S. Education Department will release its regulations to amend EDGAR.  This guidance will be effective immediately for direct grants, and will be effective on July 1, 2015 for grants under State-Administered programs such as ESEA, IDEA, CTE, and AEFLA.  Administrators, program officials, and fiscal staff of federal grants from local school districts, postsecondary institutions, nonprofits, and State Agencies need to understand all the significant changes to the administrative, cost and audit rules.  These new rules require "Written Procedures" on allowability of costs, cash management, conflicts, procurements, and travel.  All federal grants will be evaluated based on risk, and new performance metrics will go into effect. The rules on inventory management, procurement, computers, indirect costs, time and effort and reimbursement for meal costs will be materially changed. The training will be conducted by Michael Brustein, a founding partner of the law firm of Brustein & Manasevit, PLLC.  Mr. Brustein is a national expert on the federal cost, administrative and audit principles.
