Steven Spilker - Procurement Counselor, Government Contract Assistance Program

Steven Spilker, Procurement Counselor, Government Contract Assistance Program is  located in Southern Oregon.  Steve brings many years of government business experience to his role as GCAP's primary GSA business counselor. Prior to joining GCAP, Mr. Spilker's private consulting firm specialized in proposal preparation, negotiation, and marketing of GSA Federal Supply Schedule contracts for a number of small and large corporations. In addition, his firm assisted small business clients in obtaining SBA certifications such as 8(a) and HUB Zone. Over the course of his career, Mr. Spilker has attended numerous government contracting seminars and specialized training classes sponsored by the Small Business Administration (SBA) and GSA. 

In addition to his GCAP responsibilities, Mr. Spilker also brings his experience with Rogue Community College's Small Business Development Center (SBDC) where he's a Next Level Plan business counselor. Mr. Spilker has held various management positions in the Aerospace, Aircraft Ground Support, and Consumer Electronics fields over the course of his career. He earned his Bachelor of Science Degree in Business from Northern Illinois University.
